ORGANISATONAL OVERVIEW

Women’s Legal Service Tasmania (WLST) is a statewide community legal service providing legal information, advice and representation, community legal education, outreach, law reform and referrals. WLST works through an integrated practice model, with clients also able to access in-house social work and financial counselling support.

WLST operates from Hobart, Launceston, and Burnie and is committed to justice, equality and safety, particularly for people experiencing disadvantage, violence, or discrimination.

WLST recognises that intersecting experiences of gender, sexuality, sex characteristics, race, disability, culture,

migration status, poverty, and geographic isolation can create additional barriers to justice. Staff are expected to provide respectful, inclusive, trauma-informed, and culturally safe services.

WLST is committed to protecting children, young people, and vulnerable people from harm and requires relevant screening checks before employment is finalised.

PROGRAM OVERVIEW The LGBTIQA+ Legal Service is a partnership between Equality Tasmania (ET) and WLST. It is designed to improve access to affirming, integrated legal and social support for LGBTIQA+ Tasmanians. The service combines a dedicated

Solicitor with a Peer Support Navigator and connects clients with WLST’s social workers and financial counsellors where appropriate.

The service provides LGBTIQA+ Tasmanians with legal assistance in relation to LGBTIQA+ legal issues in diverse areas of law, including employment, discrimination and harassment, vilification and violence, family and domestic violence, family law, and child protection. Safe referral pathways will be used for out-of-scope matters.

The Solicitor is employed by WLST, is part of the WLST legal team, and works closely with ET, the Peer Support

Navigator, and other approved community partners across Tasmania.

POSITION OBJECTIVE

Under the legal supervision and line management of the WLST Principal Solicitor, the Solicitor will deliver high-quality,

affirming and trauma-informed legal services to LGBTIQA+ Tasmanians. The role will work collaboratively with the

Peer Support Navigator to provide coordinated client support, strengthen community legal capability, and help design,

implement, and continuously improve the service.

The Solicitor will communicate regularly with the LGBTIQA+ Legal Service working group/oversight committee about service implementation, emerging issues, outcomes and improvement opportunities.

Some intrastate travel may be required from time to time.

As a full-time employee, the normal hours of work will be 38 hours per week, between 9:00am and 5:06pm, inclusive of a 30-minute lunch break.

KEY ROLE RESPONSIBILITIES

Legal service delivery

- Provide legal information, advice, casework, limited representation, and referrals to eligible LGBTIQA+ clients

in relation to LGBTIQA+ legal issues such as discrimination, harassment, access to treatment, vilification and violence, expungement of historical offences, in diverse areas of law including family, employment, child protection, family and domestic violence, and anti-discrimination law.
- Assess legal need, urgency, safety, conflicts, eligibility, and service capacity; develop clear and practical legal

strategies with clients and explain options in plain language.
- Prepare accurate legal documents, correspondence, applications, submissions, file notes, and other records,

and represent clients where approved and appropriate.
- Identify matters outside scope, including criminal law matters, and make safe, timely, and supported referrals

to appropriate services.
- Maintain client files, time records, service data, and case management information in accordance with WLST





policies, funding obligations, and professional standards.
- Manage an appropriate caseload within agreed service priorities and caps, escalating capacity, safety, ethical,

or legal-practice risks to the Principal Solicitor. Integrated practice and peer collaboration

- Work alongside the Peer Support Navigator as a core service partner, with clear role boundaries and respect

for the Peer Support Navigator’s lived-experience expertise.
- Coordinate intake, warm referrals, client support, and follow-up with the Peer Support Navigator, subject to

client consent, privacy, confidentiality, and legal professional privilege.
- Work with WLST social workers and financial counsellors, ET representatives, and other services to address

intersecting legal and non-legal needs through an integrated, client-centered approach.
- Contribute to reflective practice, joint training, case coordination, and service planning while ensuring legal

advice and case decisions remain under WLST legal supervision.
- Promote client agency, meaningful choice, accessibility, cultural safety, and affirming practice throughout the

client journey. Partnership communication, service development and accountability

- Maintain constructive working relationships with ET, community organisations, courts, tribunals, government

agencies, the Anti-Discrimination Commissioner, community legal services, police LGBTIQA+ Liaison Officers, and other referral partners.
- Participate in relevant WLST staff meetings, case management, supervision and training, and in ET

operational meetings or training as agreed by WLST and ET.
- Provide regular, appropriately de-identified program updates to the working group/oversight committee,

including demand, access barriers, referral pathways, service outcomes, risks, and emerging systemic issues.
- Support implementation and review of culturally safe intake, referral, privacy, information-sharing, and conflict-

management protocols.
- Seek and use feedback from clients, LGBTIQA+ community members, and lived-experience advisers to

improve the service, consistent with agreed ethical and privacy safeguards.
- Contribute to monitoring, evaluation, and reporting against the WLST Outcomes Framework, funding

requirements, and shared program measures. Community legal education, capacity building and law reform

- Develop and deliver accessible community legal education and outreach with the Peer Support Navigator, ET,

and community partners.
- Build legal capability across the community and service sector, including knowledge of discrimination,

employment, harassment, policing, family violence, family law, and child protection pathways.
- Identify systemic legal issues arising from service delivery and contribute to WLST-approved law reform,

policy advocacy, stakeholder engagement, and submissions.
- Maintain current specialist knowledge of relevant legislation, case law, skilled obligations, inclusive

practice, and the legal issues affecting LGBTIQA+ communities. Qualified, organisational and administrative responsibilities

- Practise in accordance with all professional, ethical and statutory obligations, WLST’s Risk Management

Guide obligations, and WLST policies and procedures.
- Protect client confidentiality and legal professional privilege and comply with agreed privacy, security, and

information-sharing arrangements.
- Participate actively in legal supervision, reflective practice, professional development, and wellbeing supports,

including strategies addressing vicarious trauma.




- Comply with applicable WLST and ET codes of conduct and site requirements, noting that WLST employment

and professional obligations prevail in the event of inconsistency.
- Undertake the administrative work associated with the role and perform other reasonable duties within the

scope and classification of the position.

SELECTION CRITERIA TO BE ADDRESSED IN AN APPLICATION

Essential

1. Admitted, or eligible for admission, as an Australian legal practitioner in Tasmania and eligible to hold a current

Tasmanian practising certificate.
1. Demonstrated legal practice experience in one or more relevant areas of law, including employment, child

protection, family and domestic violence, anti-discrimination, and immigration law, with the capacity to develop expertise across the service scope.
1. Demonstrated understanding of the legal and systemic barriers experienced by LGBTIQA+ people and a

commitment to affirming, inclusive, intersectional, trauma-informed, and culturally secure practice.
1. Demonstrated ability to provide high-quality, client-centered legal advice, casework and advocacy, including risk

assessment, safety planning, negotiation, and clear written work.
1. Demonstrated ability to collaborate effectively with a peer worker and in multidisciplinary and partnership settings

while maintaining clear professional boundaries, confidentiality, and legal professional privilege.
1. Strong interpersonal and communication skills, including the ability to build trust with diverse clients and work

constructively with community organisations, stakeholders, and a partnership working group.
1. Sound organisational and administrative skills, including caseload management, accurate file management, data

collection, reporting, and the ability to manage competing priorities.
1. Commitment to social justice, equality and WLST’s mission, values, policies, and integrated practice model.
2. Current Tasmanian Working with Vulnerable People (Employment) registration and National Police Check, or

ability to obtain both.
1. Current drivers licence and capacity to travel within Tasmania as required.

Desirable

1. Lived experience or strong community connection relevant to LGBTIQA+ communities, where the applicant

chooses to identify this.
1. Experience in a community legal centre, specialist legal service, Working Women’s Centre, or other rights-based

community service.
1. Experience in community legal education, outreach, service co-design, program evaluation, law reform, or

systemic advocacy.
1. Knowledge of integrated practice, peer-work models, and safe information-sharing in multidisciplinary services.
2. High-level competence with Microsoft Office and legal case-management systems.

EMPLOYMENT CONDITIONS AND CHECKS Employment is subject to satisfactory pre-employment screening, maintenance of a practising certificate and compliance with WLST employment policies and applicable site requirements. The role requires statewide outreach and may involve work from partner premises.

This employment is funded through a grant, and thus the employment term is 12 months from the date employment commences, which is ideally late October/Early November 2026. Exact employment commencement date is negotiable within the constraints of the grant terms.
