Multiple Federal Government Contract Opportunities
We are seeking experienced professionals for three senior Federal Government contract opportunities:
- Senior ICT Project Manager
- Senior Business Analyst
- Organisational Change Manager
These roles support significant ICT, digital transformation and system replacement initiatives. Candidates must be Australian citizens and hold, or be able to meet, the security clearance requirements for the relevant position.
1. Senior ICT Project Manager
Location: Canberra or Sydney Working arrangements: Hybrid, with onsite attendance required
Contract: 12 months
Level: Senior / EL2 equivalent
Security clearance: Current NV1 required
This role is focused on ICT financial management, procurement, commercial strategy and infrastructure investment planning. It is not a general delivery Project Manager position.
Key responsibilities include
- Manage complex ICT operating and capital budgets.
- Oversee forecasting, allocations, accruals, expenditure analysis and financial reporting.
- Provide strategic sourcing, procurement and commercial advice for major ICT initiatives.
- Develop vendor negotiation strategies and support contract renewals.
- Conduct commercial risk assessments and manage identified risks.
- Develop procurement strategies, plans and supporting documentation.
- Establish governance and control frameworks for ICT running costs.
- Support infrastructure refresh, workforce planning and software licensing activities.
- Produce executive performance reports and track benefits realisation.
- Engage with finance, procurement, architecture, business, vendor and ICT stakeholders.
- Provide strategic advice to senior executives.
- Support knowledge transfer and capability development for internal staff.
Required experience:
- Senior-level program and project management experience in complex ICT environments.
- Strong strategic planning, financial management and executive reporting capability.
- Proven experience managing large ICT operating and capital budgets.
- Demonstrated experience in ICT cost analysis and optimisation within the public sector.
- Experience establishing ICT cost-management governance and control frameworks.
- Strong procurement, contract management and commercial advisory experience.
- Proven vendor negotiation and contract renewal experience.
- Knowledge of ICT running costs, infrastructure capital planning, workforce management and software licensing.
- Ability to operate effectively in a complex and high-risk ICT environment.
1. Senior Business Analyst
Location: Canberra Working arrangements: Hybrid,
subject to operational requirements
Security clearance: Baseline required The Senior Business Analyst will lead discovery and requirements definition for a significant information management system replacement initiative involving complex and long-established operational processes.
Key responsibilities include
- Lead current-state discovery across systems, workflows, business rules and operating practices.
- Elicit, analyse, validate and manage complex business, functional, non-functional, reporting and integration requirements.
- Facilitate workshops, interviews and process reviews with business and technical stakeholders.
- Identify operational needs, pain points, risks and improvement opportunities.
- Develop business requirements, user stories, process models, capability maps, information flows, business rules, data models and use cases.
- Define future-state processes and operating models.
- Analyse system interactions and information management practices.
- Support options assessments, impact assessments, solution design and implementation planning.
- Maintain requirements traceability and provide requirements assurance throughout delivery.
- Prepare analysis reports, discussion papers, recommendations and executive communications.
- Work with business representatives, technical specialists, vendors and project teams.
Required experience:
- At least seven years’ experience in Business Analyst roles.
- At least three years leading complex discovery and requirements-definition activities.
- Experience supporting application development, system replacement or digital transformation programs.
- Strong workshop facilitation, requirements elicitation and stakeholder-analysis skills.
- Demonstrated ability to analyse and improve complex processes and information flows.
- Experience developing high-quality business analysis artefacts.
- Ability to constructively challenge established practices and build agreement on future-state requirements.
- Strong judgement and the ability to work autonomously in an ambiguous environment.
1. Organisational Change Manager
Location: Canberra Working arrangements: Hybrid, subject to operational requirements
Security clearance:
Baseline required The Organisational Change Manager will work alongside the Senior Business Analyst on the same information management system replacement initiative. The role will focus on preparing stakeholders and operational teams for changes to established systems, processes, information practices and ways of working.
Key responsibilities include
- Develop and implement the organisational change strategy and change management plan.
- Assess the impact of proposed system, process and operating-model changes.
- Identify affected stakeholder groups and develop tailored engagement approaches.
- Work closely with the Senior Business Analyst to understand current-state and future-state processes.
- Develop stakeholder, communications, training and business-readiness plans.
- Facilitate change workshops, consultations and readiness assessments.
- Identify resistance, adoption risks and change dependencies.
- Support leaders and managers to communicate and implement change.
- Coordinate training needs analysis, learning materials and knowledge-transfer activities.
- Monitor adoption, readiness and change outcomes.
- Support transition planning, implementation and post-deployment adoption.
- Prepare change reports, recommendations and executive briefings.
Required experience:
- Demonstrated experience delivering organisational change for complex ICT or digital transformation programs.
- Experience supporting system replacement and business process change.
- Solid change impact assessment, stakeholder engagement and communication skills.
- Ability to work effectively with operational teams that have long-established processes and practices.
- Experience developing change strategies, communications, training and readiness plans.
- Strong workshop facilitation and stakeholder-management capability.
- Ability to work closely with business analysts, project managers, technical teams and senior executives.
- Relevant change management qualifications or certification, such as Prosci, would be highly regarded.
