About the Role

We are currently seeking a Project Manager Property Development to join our Asset and Development Team on a permanent basis. The primary purpose of the role is to manage property development projects from feasibility through to completion, delivering sustainable housing solutions that make a positive community impact.

This role offers the opportunity to influence the future direction of Unity's property development program. Reporting to the Executive Manager Assets and Development, you will work closely with the Asset Management and Development team, Executive leadership, the Property Committee and Board, government agencies and funding partners to identify, shape and deliver high-impact housing projects. Combining strategic thinking with end-to-end project delivery, you will play a key role in expanding Unity's development pipeline and creating homes and communities that make a meaningful difference.

Key responsibilities include

- Lead the end-to-end delivery of complex residential and mixed-use development projects from feasibility, funding and acquisition through to construction, completion and handover.

- Manage multi-million-dollar project budgets, cashflows, development feasibilities and funding program obligations to achieve commercial and social outcomes.

- Drive procurement, contract administration and contractor performance, ensuring quality, value-for-money and compliance outcomes.

- Prepare high-quality business cases, feasibility assessments, Board and Committee papers, and provide strategic advice and recommendations to Executive leadership.

- Build and maintain strong relationships with government agencies, funding bodies, consultants, contractors and community stakeholders to support the growth of Unity's development pipeline.





- Identify and evaluate development opportunities, manage project risks and provide expert advice on housing design standards and emerging sector trends.

- Contribute to the growth of South Australia's social and affordable housing sector by delivering projects that create lasting community impact.

About You

You are a highly capable property development professional with proven experience delivering residential or mixed-use developments from feasibility through to completion. You are equally comfortable analysing development opportunities, managing project budgets, leading procurement processes and influencing stakeholders at all levels. This role combines the challenge of delivering complex development projects with the reward of creating quality homes and sustainable communities that make a genuine social impact.

You bring

- Significant experience delivering residential or mixed-use development projects from feasibility through to construction, completion and handover.

- Strong commercial and financial management capability, including project budgeting, cash flow management, feasibility assessment and funding compliance.

- Demonstrated experience managing procurement, tender processes, contracts, consultants and construction contractors.

- Sound knowledge of property development, planning, construction and regulatory requirements, with the ability to interpret technical drawings and specifications.

- Excellent stakeholder engagement and communication skills, with the ability to build productive relationships across government, industry and community sectors.

Strong organisational skills and the ability to manage multiple projects, competing priorities, risks and deadlines in a dynamic environment.

Well-developed written communication skills, including experience preparing reports, business cases, Board papers and strategic recommendations.

- End-to-end property development delivery – significant demonstrated experience delivering residential or mixed-use development projects from site identification, feasibility and funding submission through planning, design, construction, practical completion, defects rectification and handover.

- Government funded housing programs and compliance – sound knowledge of Commonwealth and State funded housing programs (such as ROSAS, CHARP, SHPDP and HAFF) and the social and affordable housing sector, including funding deed, milestone, reporting and acquittal obligations, and the National Regulatory System for Community Housing.

- Program, budget and financial control – proven ability to manage multiple concurrent projects and competing priorities, including development and control of project budgets, cash flows, drawdown schedules, claims certification, variations and contingency management, with robust commercial acumen in building and interrogating feasibilities.

- Regulatory, technical and WHS knowledge – working knowledge of the Planning, Development and Infrastructure Act, the National Construction Code, WHS legislation and residential accommodation standards, with the ability to interpret technical drawings and specifications. Knowledge of NDIS Specialist Disability Accommodation design standards is desirable.

- Procurement and contract administration – comprehensive understanding of construction contracts and procurement, with demonstrated experience running tender and value-for-money assessment processes and managing consultants, superintendents and head contractors against contract, program and quality requirements.
