Primary objective

Undertake analysis and provide advice on licensing, compliance and reporting matters across the Commission’s regulated sectors.

Provide case and project coordination, and evidence-based advice to inform assessments, investigations, monitoring and reporting activities.

Context statement The Commission is an independent statutory authority comprising a Commissioner and Associate Commissioners. It is responsible for economic regulation and related regulatory functions across electricity, water and sewerage, ports and other regulated industries,



and provides advice to Government as required. An office led by the Director Utilities Commission supports the

Commission. Staff are seconded from the Department of Treasury and Finance.

Key duties and responsibilities

1. Undertake research, analysis and assessment on licensing, compliance and reporting matters across the Commission’s regulated

sectors.
1. Process and assess licence and exemption matters, compliance monitoring activities, complaints, incident reviews and annual

reporting requirements, and make recommendations as required.
1. Prepare draft reports, submissions, briefings, correspondence and advice on licensing, compliance and related regulatory

matters.
1. Review information provided by regulated entities and identify issues requiring further analysis or escalation.
2. Undertake investigations, reporting projects, consultations and other regulatory work as required.
3. Liaise with regulated entities, government agencies, consultants, customers and other stakeholders on routine regulatory

matters.
1. Maintain accurate records, registers, case files and reporting information supporting the Commission’s licensing, compliance

and reporting functions.
1. Contribute to broader Commission priorities as required,



including cross-stream work, continuous improvement and major

projects aligned to the Commission’s objectives.

Selection criteria

Essential

1. Demonstrated experience in licensing, compliance, reporting, regulation or a related field, including the ability to undertake

research and provide clear, evidence-based advice on complex matters.
1. Demonstrated ability to deliver analytical work, investigations and project support in a complex operating environment with

limited supervision.
1. Well-developed analytical and judgement skills, including the ability to assess licensing, compliance and reporting information,

identify issues and contribute to sound recommendations.
1. Demonstrated ability to manage competing priorities and deadlines, and maintain standards of quality, responsiveness and

accountability.
1. Well-developed written and oral communication skills, including the ability to prepare accurate reports, submissions, briefings,

correspondence and advice.
1. Solid interpersonal skills, including the ability to work effectively with stakeholders and as part of a small team.
2. Demonstrated professionalism, integrity and accountability in the exercise of judgement, and the ability to interpret and apply

legislation, licence conditions, codes, regulatory instruments or related frameworks relevant to the role

Desirable

1. Tertiary qualification in law, economics, commerce, public policy, public administration or a related discipline.
2. Knowledge of Northern Territory regulated industries, including electricity, water and sewerage and ports.
