Karlka Nyiyaparli Aboriginal Corporation RNTBC (KNAC) is the Registered Native Title Body Corporate for the Nyiyaparli People, representing approximately 450 members.

The Nyiyaparli People are the Traditional Owners of approximately 36,684 square kilometres of land and waters across the East Pilbara region of Western Australia. The preferred location for this position is South Hedland; however, remote working arrangements may be considered for the right candidate.

Position Purpose

Reporting to the General Manager, Corporate & Community Services, the Governance, Risk & Corporate Services Manager is a key leadership position responsible for strengthening KNAC’s governance, risk management and Quality, Health, Safety and Environment systems.

You will lead the review, development and implementation of practical, fit-for-purpose risk and QHSE frameworks across KNAC’s operations. This includes maintaining organisational risk registers, reviewing policies and procedures, identifying improvement opportunities and developing structured implementation plans.

The position also provides leadership and oversight of KNAC’s Finance and Human Resources functions. You will support internal finance and HR team members and manage KNAC’s relationships with outsourced service providers, including oversight of contracts, Service Level Agreements and Key Performance Indicators.

Working collaboratively with management, you will help embed effective risk, safety, financial and people management practices throughout the organisation and establish sustainable processes for monitoring, reporting and continuous improvement.

Key Responsibilities

- Lead the review and continual improvement of KNAC’s risk management framework and enterprise risk profile




- Support risk owners to identify key risks, mitigation strategies and opportunities to strengthen existing controls
- Lead the review, development and implementation of KNAC’s Health and Safety Management System
- Develop practical and accessible QHSE systems that align with legislative requirements and KNAC’s operational needs
- Review, update and develop governance, risk, safety and operational policies and procedures
- Develop and oversee structured action and implementation plans for risk and QHSE improvements
- Provide leadership, direction and support to KNAC’s Finance and Human Resources teams
- Oversee staff performance, development and wellbeing, including probation and performance planning and review processes
- Provide strategic finance and HR advice and support to the General Manager and leadership team
- Manage KNAC’s outsourced Finance and Human Resources service providers
- Monitor provider contracts, Service Level Agreements, Key Performance Indicators and service delivery
- Track implementation progress and report key milestones, risks and outcomes to management
- Identify and implement opportunities for continuous improvement across KNAC’s systems and operations

Qualifications and Experience

- You are an experienced and practical leader who can balance governance, risk, safety, finance and people management responsibilities. You can translate legislative and compliance requirements into systems that are clear, accessible and workable across a diverse organisation.
- Demonstrated experience developing and implementing practical risk management and/or health and safety management systems
- Strong understanding of governance and compliance frameworks
- Strong understanding of finance and/or human resources management principles, processes and controls




- Strong understanding of work health and safety legislation and compliance requirements
- Experience developing and reviewing policies and procedures
- Experience developing and maintaining risk management registers
- Ability to develop and deliver structured implementation and improvement plans
- Experience in a leadership or management role overseeing multiple functions or teams
- Experience managing outsourced service providers, including contracts, Service Level Agreements and Key Performance Indicators
- Strong communication, stakeholder engagement and problem-solving skills
- Ability to work collaboratively with managers and employees across operational and corporate functions
- Clear Police check and WWCC
- Certificate IV in Work Health and Safety or a higher qualification
- Experience working in remote, community or pastoral environments
- Experience working with Aboriginal organisations or communities
- Auditing and/or incident investigation experience
- A qualification in business, finance, human resources or a related discipline
