Primary objective

Provide strategic leadership in the development, management and implementation of vocational education and training policies,

procedures and guidelines, including the management of the departments projects such as the Industry Colleges, VET in Schools delivery and funding reform.

Context statement The Skills and Pathways NT work unit is responsible for building a skilled and capable Northern Territory workforce by providing leadership, resources and strategic oversight of VET. As the Northern Territory’s state training authority,



Skills and Pathways NT provide stewardship of the national VET framework, system, and apprenticeships, ensuring they are effectively implemented to meet local needs. Through strong partnerships with industry, community organisations and registered training organisations, Skills and Pathways NT supports access to high-quality training that leads to meaningful employment outcomes and responds to current and future workforce demand across the Territory.

Key duties and responsibilities

1. Provide expert advice to executive management, government (Commonwealth and NT) and the education and industry sectors

on VET for Secondary Students (VETfSS) programs in NT schools, including the strategic development and management of industry pathways.
1. Lead and manage strategic VET policy and reform initiatives, including the development, implementation and evaluation of

reforms to policy, funding, delivery and supporting systems to improve VET participation, quality and outcomes.
1. Provide strategic leadership to the development and management of major programs under the department’s Strategic Plan

and lead the identification of unmet needs in the suite of programs provided; and develop new programs and projects to address these needs.

Provide a high degree of leadership and utilise contemporary management skills to provide advice and support to enable staff

to build effective team relationships, achieve multi-skilling and to manage change effectively.

Selection criteria

Essential

1. Ability to provide high level strategic advice to executive, government, ministers and the broader education and industry

sectors on VETfSS and post-school pathways.
1. High level contemporary leadership and management skills including strategic business planning, policy development change

management and project management.
1. Demonstrated ability to develop and implement innovative service delivery and risk management solutions for VETfSS.
2. Demonstrated ability to establish and maintain effective internal and external collaborative stakeholder relationships.
3. Highly developed written and oral communication, negotiation, consultation and relationship management skills with the ability

to relate to a diverse range of people from various qualified and socio-economic backgrounds including those in regional and remote locations.
1. Extensive knowledge of contemporary best practice in the development and management of VETfSS, including the Australian

Quality Framework.

Desirable

1. Qualification in Education, Training and Assessment or Project Management.
