Join our team as the Procurement Governance Manager

We are seeking an experienced and strategic procurement leader to lead Council's Procurement Governance function and drive best-practice procurement across the organisation. As a key member of the Procurement Leadership Team reporting to the Chief Procurement Officer, you will shape governance frameworks, policies, systems and processes that strengthen compliance, manage risk, support audit readiness and deliver strong procurement and contracting outcomes. Leading a multidisciplinary team, you'll work across all levels of Council to uplift procurement capability, influence positive change and support a modern, high-performing procurement function.

Your responsibilities will include:

Strategic Leadership – Lead and develop a multidisciplinary team, fostering a high-performing, customer-focused and collaborative culture.

Governance Excellence – Drive the ongoing development and improvement of Council's procurement governance framework, policies and procedures.

Procurement Capability Uplift – Build organisational capability through education, coaching, mentoring and change initiatives.

Stakeholder Influence – Partner with Councillors, senior leaders, auditors and operational teams to strengthen procurement maturity and outcomes.

Policy & Compliance Management – Ensure procurement policies, processes and practices align with legislative requirements and best practice.

Risk & Assurance – Monitor compliance obligations, manage procurement risks and maintain audit readiness across Council.

Continuous Improvement – Identify and implement governance improvements that enhance efficiency, accountability and procurement performance.





Digital Transformation – Lead the review and optimisation of procurement systems and technology to support compliant, data-driven decision making.

Skills and experience:

Proven experience leading and developing multidisciplinary teams within a complex organisation.

Extensive experience providing strategic procurement governance advice and driving continuous improvement initiatives.

Solid understanding of procurement legislation, governance frameworks, compliance requirements and audit processes.

Demonstrated experience developing, reviewing and implementing procurement policies, procedures and governance frameworks.

Exceptional stakeholder engagement skills with the ability to influence, negotiate and build trusted relationships at all levels.

Strong analytical, problem-solving and decision-making skills, with the ability to navigate complex and sensitive issues.

Experience leading organisational change, improving systems and embedding new ways of working.

Excellent communication, report writing, presentation and facilitation skills.
