About the Client & Opportunity

Our client is a prominent NSW Government state-owned corporation responsible for delivering essential water, infrastructure, and environmental services to millions of customers across Greater Sydney. Dedicated to agility, sustainability, and innovation, the organisation is embarking on a significant enterprise transformation to modernise its asset management capability.

We are seeking a highly accomplished Program Manager to lead the initial shaping phase of a business-led transformation program. Positioned within the Finance & Commercial group, this role focuses on two critical initiatives: defining the broader transformation roadmap across people, process, technology, and data, and establishing the readiness pathway for an enterprise Maximo platform upgrade.

Key Accountabilities

- Program Delivery & Leadership: Direct and lead a cross-functional team of 5–10 direct and indirect project professionals, driving program governance, resource coordination, and delivery under an Executive Program Board.

- Strategy to Execution: Translate strategic blueprints and holistic target state designs into actionable, staged plans aligned with broader organizational portfolio objectives.

- Business Case Development: Lead the formulation of robust business cases, benefit realization frameworks, and future investment sequencing, presenting clear and evidence-informed options to senior leadership.

- Platform & Capability Readiness:



Establish the core readiness pathway for a major Maximo platform upgrade, ensuring alignment across interdependencies, risks, and functional requirements.

- Stakeholder & Vendor Alignment: Engage, influence, and negotiate with senior stakeholders across engineering, operations, digital, and finance, effectively challenging assumptions and resolving delivery risks.

- Change & Adoption: Drive change management strategies that embed recent systems, processes, and ways of working to ensure sustainable business adoption and value realization.

Candidate Profile & Experience
- Seniority: 10+ years of professional experience leading complex, large-scale enterprise transformation or business solution programs.

- Industry Context: Deep domain expertise in infrastructure management, enterprise asset management, and asset/utility environments (prior government experience is not mandatory).

- Systems Experience: Direct experience in asset lifecycle management systems, strategy setting, case writing, and platform readiness (Maximo platform experience is highly regarded).

- Executive Communication: Exceptional skill in writing high-level business cases, board papers, and engaging with formal assurance reviewers.

- Qualifications: Tertiary qualifications with recognized Program Management certifications (e.g., PgPM, MSP, PMP).





Essential Selection Criteria
1. 10+ Years Enterprise Program Leadership: Demonstrated track record of managing high-profile, complex business transformation programs within utilities, infrastructure, transport, energy, or asset-intensive environments.

2. Systems & Asset Management Expertise: Proven expertise in infrastructure management, asset management frameworks, and functional systems experience across the asset lifecycle.

3. Platform Transformation & Readiness: Demonstrated experience establishing execution and readiness pathways for major enterprise asset management platform upgrades (specific experience with IBM Maximo is highly regarded).

4. Strategic Direction & Roadmap Development: Proven ability to set strategic direction and translate holistic transformation blueprints into executable roadmaps encompassing people, process, technology, and data.

5. Business Case & Executive Writing: Superior business case writing and board-level communication skills, with demonstrated experience preparing transparent, evidence-informed investment cases and engaging with assurance reviewers.

6. Complex Stakeholder & Governance Management: Advanced stakeholder engagement and negotiation skills, with a proven capability to drive decision-making across Executive Boards, Steering Committees, operations, and third-party delivery partners.

7. Change Leadership & Methodologies: Formal certifications in program management (PgPM, MSP, PMP) combined with demonstrated capability in driving organizational change, process adoption, and transition to target operating models.
