Your new company A progressive metropolitan local government based in Perth’s western suburbs is seeking an experienced Project & Contracts Lead – Technical Services to drive the delivery of its capital works and infrastructure program.
This newly created leadership opportunity will see you play a pivotal role in ensuring capital projects are successfully delivered while maintaining strong procurement, contract management and governance outcomes. The organisation delivers a diverse portfolio of municipal infrastructure projects, including roads, drainage, public realm works, parks, buildings, community facilities and other civic assets.
Your new role
Reporting within the Technical Services function, you will lead the coordination and governance of the annual capital works program, ensuring projects are delivered safely, efficiently, on time and within budget.
Key responsibilities include
- Coordinating the delivery of civil infrastructure, municipal asset and capital works projects across the organisation.
- Managing procurement and tender processes in accordance with Local Government legislation and governance requirements.
- Developing, administering and managing construction and service contracts.
- Monitoring contractor performance, project milestones, budgets and delivery outcomes.
- Working closely with consultants, contractors, internal stakeholders and community representatives.
- Preparing reports, recommendations and updates for senior leadership and Council.
- Supporting contract governance, compliance, risk management and continuous improvement initiatives.
- Ensuring projects align with organisational objectives, funding requirements and asset management priorities.
- Driving improved procurement, contract management and project delivery processes across the organisation.
The role offers a broad mix of responsibilities, with approximately 70% project and contract management,
20% procurement and tendering, and 10% stakeholder engagement and reporting.
What you'll need to succeed To be successful in this role, you will have demonstrated experience delivering infrastructure or capital works projects while managing procurement and contract outcomes.

You will also demonstrate
- Experience managing contractors and delivering capital works programs.
- Solid knowledge of procurement, tendering and contract administration practices.
- Experience with construction and infrastructure contracts, including AS2124, AS4000, AS4902 or similar frameworks.
- Strong understanding of project budgets, reporting and governance requirements.
- Exceptional stakeholder engagement and relationship management skills.
- Previous local government experience will be highly regarded.
Candidates with experience overseeing municipal infrastructure projects such as roads, drainage, footpaths, kerbing, car parks, streetscapes, parks infrastructure, public realm works and community assets are strongly encouraged to apply.
