About the Group
The Social Policy group is responsible for providing the Premier with advice on social policy matters, including health; mental health; alcohol and other drugs; education; justice; emergency management; and families, fairness and housing. The group also leads and supports the delivery of the Multicultural Affairs ministerial portfolio.
The Education Branch provides high-quality, strategic analysis and advice on a range of education policy issues to support the Premier and Cabinet. The Branch also contributes to the development and delivery of key policies and priority projects from a whole-of-government perspective across:
- Early Childhood Education
- Schools
The Branch also provides strategic advice to the Premier to support Victoria's position in negotiations with the Commonwealth on education-related intergovernmental matters.
About the Role
We are seeking an experienced and motivated leader to join the Education Branch of the Department of Premier and Cabinet. This is a unique opportunity to contribute to high-impact policy work at the centre of government.
Reporting to the Director, Education Branch, you will lead a team to deliver high-quality policy analysis and advice on issues across the branch's portfolios.
You will play an significant role in reviewing policy proposals, assessing the impact of government decisions, and helping shape responses to complex and emerging issues.
Working in a high-performing and supportive environment, you will collaborate closely with senior executives, key departments and colleagues across DPC. The role requires sound judgement, discretion and the ability to deliver accurate, timely advice on sensitive matters.
We are looking for someone who is proactive, collaborative and confident working in a complex and fast-paced setting. You will bring strong policy, analytical and communication skills, along with the ability to influence senior stakeholders, lead a capable team and foster a positive and supportive team culture.
Key Accountabilities
- Lead and contribute to the management of a team within the Branch. This includes fostering career pathways and development for team members, monitoring and reporting on performance to identify emerging issues in relation to the business of the team, and developing and implementing strategies and actions to address any issues.
- Provide authoritative advice, prepare and oversee briefings, submissions, reports and correspondence to the Premier and senior DPC executives on a wide range of matters of strategic or critical importance within portfolios of the Department of Families, Fairness and Housing.
- Design and deliver complex policy projects as required.
- Proactively build and maintain effective relationships with key senior stakeholders in other branches within DPC and with other government departments.
- Represent the Department at interdepartmental meetings, including with senior stakeholders.
- Actively participate in and encourage others to support a positive organisational culture, and business and performance excellence.
- Identify, lead, provide strategic input into,
and represent the Branch in the management of priority projects, and specific critical issues relating.
- Assist the Director in the management and strategic direction of the branch including planning, workflow and resourcing, in a high pressure, changing, complex and sensitive environment.
- Other duties as directed that are not listed in the position description, but which are consistent with a position of this grade and skills requirement.
About You
- Demonstrated ability to lead and manage a team, including supporting the conditions for an engaged and high performing team and aligning the team with the organisational values and goals.
- Excellent verbal and written communication skills, including the ability to commission and edit complex briefs, ensuring clear, concise and grammatically communication which meets its purpose and audiences' needs.
- Highly developed analytical and conceptual skills with the ability to identify practical solutions to complex problems.
- Demonstrated experience providing authoritative, high quality and timely advice on program and/or project design, implementation and evaluation in a dynamic and complex environment.
- High developed interpersonal and negotiation skills, including the ability to influence and negotiate effectively at all levels and a proven capacity to develop effective relationships with a range of internal and external stakeholders and partners.
