The Opportunity

n

C2 is seeking an experienced commercial and procurement specialist with robust telecommunications infrastructure knowledge and a practical understanding of complex supplier, subcontractor and delivery environments. The role will support commercial governance, procurement planning, supplier engagement, contract administration and risk management for infrastructure delivery programs nationally.

The specialist will work closely with project, engineering, legal, finance and operational stakeholders to ensure procurement and commercial activities are well planned, compliant, cost-effective and aligned to project outcomes.

Key Responsibilities

n

n
- Lead and support end-to-end procurement activities for telecommunications infrastructure works, including requirements clarification, sourcing strategy, market engagement, evaluation, recommendation and award support.
n
- Prepare, review and manage procurement documentation including RFx materials, scope clarification, commercial schedules, evaluation criteria, pricing templates and supplier communications.
n
- Support commercial negotiation of supplier and subcontractor arrangements, including pricing, scope, service levels, delivery obligations, variation mechanisms and risk allocation.
n
- Administer commercial and contractual obligations across design, construction, deployment, installation, integration, testing, commissioning and support activities.
n
- Review supplier quotes, purchase orders, variations, claims and commercial submissions to confirm alignment with agreed terms, approved scope, budgets and project governance requirements.
n
- Develop and maintain contract management plans, supplier performance measures, issue logs, procurement trackers and reporting dashboards.
n
- Identify, assess and elevate procurement, commercial, delivery, compliance and supplier risks, with clear mitigation actions and ownership.
n
- Work with project managers, engineers, site delivery teams and commercial stakeholders to ensure procurement activities support program milestones, cost control and quality expectations.
n
- Contribute to supplier governance forums, performance reviews and continuous improvement initiatives across the delivery lifecycle.
n
- Maintain accurate records, approvals and audit trails to support probity, compliance, traceability and effective handover at contract completion.
n
- Procurement plans and sourcing packs for assigned work packages.
n
- Supplier evaluation summaries,



commercial analysis and recommendation papers.
n
- Negotiated commercial positions, contract change inputs and variation assessments.
n
- Procurement and contract management trackers, including risks, issues, dependencies and decisions.
n
- Supplier performance reporting and governance inputs.
n
- Clear handover documentation at the end of the six-month engagement.

Required Experience and Knowledge

n

n
- Demonstrated experience in commercial, procurement, sourcing or contract specialist roles within telecommunications infrastructure, utilities, construction, engineering, technology or other complex project delivery environments.
n
- Strong understanding of procurement lifecycles, competitive tendering, supplier evaluation, commercial negotiation, contract formation and contract administration.
n
- Experience supporting infrastructure delivery packages involving field services, civil works, design and construction, network deployment, equipment supply, facilities access, installation, testing or commissioning.
n
- Working knowledge of supplier and subcontractor management, including performance monitoring, claims and variations, issue resolution and contract compliance.
n
- Ability to interpret commercial terms, statements of work, pricing schedules, delivery obligations, service levels and risk allocation principles.
n
- Sound financial and analytical capability, including cost comparison, quote assessment, budget alignment and savings or value tracking.
n
- Practical understanding of governance, probity, auditability and documentation standards in procurement and commercial decision-making.
n
- Experience working in matrixed organisations with cross-functional stakeholders across project delivery, engineering, operations, finance, legal, risk and procurement.
n
- Commercial judgement: Able to balance cost, quality, delivery certainty, risk and stakeholder outcomes.
n
- Procurement discipline: Applies structured sourcing, evaluation and negotiation practices with clear records and decision trails.
n
- Contract management: Understands contract obligations and can support effective administration, governance and supplier accountability.
n
- Stakeholder engagement: Builds trusted working relationships with internal teams, suppliers and delivery partners.

- Problem solving:



Identifies commercial and delivery issues early and develops practical, outcome-focused solutions.

- Communication: Produces clear written material, concise reporting and confident stakeholder updates.

- NSW-based availability and willingness to engage with delivery teams, suppliers as required.

- Familiarity with telecommunications infrastructure delivery models, including multi-site rollout environments and integrated delivery arrangements.

- Confidence operating in time-sensitive project environments with multiple suppliers, dependencies and competing priorities.
n
- Experience supporting commercial governance for high-value or high-risk procurement activities.
n
- Comfort working autonomously while keeping stakeholders informed and aligned.

- Relevant commercial, procurement or contract management experience in infrastructure, telecommunications or adjacent project-based industries.
n
- Demonstrated ability to manage procurement and contract activities across complex supplier environments.
n
- Strong commercial analysis, negotiation support and documentation skills.
n
- Ability to engage effectively with technical, operational, commercial and senior stakeholders.
n
- Practical understanding of risk, governance, compliance and supplier performance management.
n
- Availability to commit to an initial six-month engagement based in New South Wales.
