General Manager Organisational Performance
Lead organisational performance. Strengthen capability. Support the future of Latrobe City.
Latrobe City Council is seeking an experienced and contemporary executive leader, to lead its Organisational Performance division and play a key role in delivering the organisation's strategic priorities and Latrobe City 2035 Community Vision.
Reporting directly to the Chief Executive Officer, the General Manager Organisational Performance provides strategic leadership across Business Improvement, Financial Support, Governance, and People & Culture. The role has a broad organisational remit, connecting strategy, people, resources, governance and performance to support effective service delivery and strong outcomes for the community.
Working closely with the CEO, Councillors and Executive Management Team, you will play a key role in shaping organisation-wide initiatives, providing trusted advice and contributing to Council's strategic direction and continued success.

The Opportunity
This is a broad and influential executive leadership role with the opportunity to shape organisational capability and performance across Council.
You will provide strategic leadership that connects the Latrobe City 2035 Community Vision and Council Plan 2025-2029, with organisational priorities, ensuring people, resources and business planning are aligned to deliver Council's objectives.
Key areas of focus will include:
- Leading the Organisational Performance division and strengthening organisational capability, performance and accountability.
- Providing strategic leadership across people and culture, governance, financial support and business improvement.
- Supporting the ongoing financial sustainability of the organisation to ensure the delivery of efficient and effective services to the community.
- Support the delivery of the strategic direction of the Council through the development and review of key strategic documents of the Council, including the Council Plan.
- Providing high level advice and support to the CEO and Council on complex organisational and strategic matters.
- Building strong relationships across the organisation and with Councillors, government, community and other key stakeholders.
Leading and supporting continuous improvement, innovation and initiatives that strengthen organisational performance.
About You
You will be an experienced executive leader with a strong record of achievement, sound judgement and organisational acumen, with the confidence to operate across strategic, operational and political environments.
Importantly, you will be a genuinely people-focused leader; who can build trust, develop capability and bring others with you through change and continuous improvement.
You will bring:
- Extensive executive leadership experience within a complex and diverse organisation.
- A strong understanding of organisational performance, continuous improvement and service delivery.
- Demonstrated experience leading people, developing capability and building high-performing teams and cultures.
- Robust financial and business acumen, including business planning, resource allocation and performance management.
- A sound understanding of governance, statutory obligations and operating within a regulated environment.
- The ability to operate effectively within the political environment of Local Government and build constructive relationships with Councillors and stakeholders.
- Highly developed communication, negotiation, influencing and problem-solving skills, with the judgement to navigate complex and sensitive matters.
- Demonstrated experience leading and implementing organisational change and innovation.
- A commitment to Latrobe City Council's values of: Accountability, Trust, Collaboration and Innovation.
