Hyundai Rotem Company (HRC) was founded in 1977 and since that time, has been leading the industry globally by delivering critical national infrastructure in over 50 countries. A leader in the Korean rail industry, HRC has succeded in developing high-speed trains and is now establishing their presence in the Australian market.

Currently, the Australian operation of HRC is working on two major projects:

- The New Intercity Fleet (NIF) Project - a joint venture between HRC, UGL and MEA, this project is delivering a fleet of new intercity trains for operation in the NSW electrified rail network. The fleet comprises of 55 Long Units and 70 Short Units for the Newcastle, Blue Mountains, South Coast and Central Coast Lines; and
- The Queensland Train Manufacturing Program (QTMP) - a project commissioning, designing and constructing a new manufacturing facility in Torbanlea Qld and a new maintenance facility in Ormeau Qld. It includes manufacturing and delivering 65 EMU Train sets (390 cars) by the end of 2031.

Combined local and international design teams and suppliers will work together to ensure the delivery of manufacturing requirements and associated documentation to ensure that train sets locally manufactured in Australia meet the design, compliance, manufactuability, reliability, maintainability and safety specifications for the trains operational life for a minimum of at least 35 years.

Role Overview

The Bid Commercial Manager is responsible for managing and coordinating commercial activities associated with business development opportunities, Expressions of Interest (EOIs), Requests for Tender (RFTs), Early Contractor Involvement (ECI) processes and rolling stock bids across Australia and the Asia-Pacific region.

Working under the direction of the Head of Sales and/or Bid Director, the role supports the development of commercially competitive proposals by reviewing tender and contractual requirements, coordinating commercial inputs, identifying commercial risks and supporting pricing, negotiation and internal approval activities.

The role works closely with Business Development, Bid Management, Engineering, Finance, Procurement and Legal to ensure commercial requirements are appropriately considered throughout the bid process. Following contract award, the role may also support the commercial handover and transition to Project Delivery.

Key Responsibilities and Accountabilities

Bid Commercial Management

- Manage and coordinate assigned commercial activities throughout the bid lifecycle, from opportunity assessment through to tender submission, contract award and handover.





- Support the development and implementation of bid-specific commercial strategies in consultation with the Head of Sales, Bid Director and relevant functional leads.

- Review tender documentation, conditions of contract, returnables and commercial obligations and identify key commercial risks, opportunities and dependencies.

- Prepare and maintain commercial qualifications, assumptions, departures and clarifications in consultation with Legal and relevant functional leads.

- Coordinate commercial inputs and internal approvals in accordance with HRC governance, delegation of authority and bid approval requirements.

- Prepare commercial information, recommendations and identified risks to support management and executive bid reviews.

Contract & Commercial

- Review customer contracts and relevant alliance, joint venture, consortium, teaming, supply and subcontract arrangements and identify key commercial issues for consideration.

- Prepare contractual correspondence, commercial proposals, qualifications and departures in consultation with the Head of Sales, Bid Director, Legal and other relevant stakeholders.

- Support commercial negotiations with customers, consortium/JV partners, suppliers and subcontractors within approved negotiation parameters and delegated authority.

- Coordinate with internal and external legal advisers where specialist contractual advice or commercial risk assessment is required.

- Support compliance with HRC corporate governance, delegated authority and commercial approval requirements.

- Coordinate the commercial handover of agreed contract positions, assumptions, obligations and outstanding risks to Project Delivery following contract award.

Cost & Pricing

- Coordinate inputs into bid pricing models with Finance, Engineering, Procurement and other relevant functions.

- Review cost estimates, pricing assumptions, margins, escalation, contingencies and commercial allowances and identify matters requiring further review or approval.

- Assess and communicate the commercial and pricing impacts of technical changes, value engineering initiatives and alternative solutions.

- Support the commercial evaluation of supplier, subcontractor and partner quotations.

- Support value engineering and optimisation initiatives to improve bid competitiveness while ensuring identified commercial risks are appropriately considered.

Risk Management

- Coordinate commercial risk reviews and workshops for assigned bids with relevant internal stakeholders.





- Maintain commercial inputs to bid risk and opportunity registers.

- Identify contractual and commercial risks and support the development of appropriate mitigation, qualification or escalation strategies.

- Review insurance, warranty, liability and indemnity requirements in consultation with Legal and relevant subject matter experts.

- Review payment mechanisms, securities, guarantees and bonding requirements and escalate material issues for appropriate review and approval.

- Ensure material commercial risks are appropriately documented and escalated in accordance with HRC governance requirements

Business Development Support

- Support the Head of Sales, Business Development Directors and Bid Director during customer engagement and commercial discussions.
- Participate in customer clarification meetings, commercial workshops and negotiation sessions as required.
- Support the commercial assessment of strategic partnerships, consortium and teaming arrangements.
- Contribute to market intelligence, competitor analysis and commercial benchmarking relevant to assigned pursuits.
- Support consistent application of HRA commercial governance and bid-commercial processes.

Qualifications, Experience and Skills Requirement

Essential:

- Minimum of 5 years' relevant experience in commercial management, bid commercial management, contract management or a related commercial role within the rail industry.
- Demonstrated understanding of the commercial and contractual requirements associated with rail projects and/or rail tenders.
- Experience reviewing tender documentation, contractual requirements and commercial terms and identifying key commercial risks.
- Experience supporting tender preparation, pricing, contract negotiations and commercial risk management.
- Working knowledge of commercial and contractual principles including risk allocation, liability, indemnities, warranties, securities, payment mechanisms and contract governance.
- Strong negotiation, influencing and stakeholder-management skills, with the ability to work effectively with internal and external stakeholders.
- Solid written and verbal communication skills, including the ability to prepare commercial correspondence, recommendations and presentations.
- Demonstrated ability to manage multiple priorities and deadlines within a bid or project environment.
- Proficiency in Microsoft Excel, Word and PowerPoint.

1. Highly Desirable:

- Degree in Commerce, Business, Law, Quantity Surveying, Engineering or a related discipline, or equivalent relevant commercial experience.
- Experience with rolling stock bids and/or rolling stock project delivery.
- Experience working with government transport authorities, major rail customers, consortium/JV partners, suppliers or subcontractors.
- Experience working within a multinational or cross-cultural organisation, including coordination with overseas headquarters
