Lime Recruitment is currently working with a Queensland Government client to recruit an experienced ICT Operating Model Change Manager to support a significant transformation impacting approximately 900 people. The initial contract runs until 31 December 2026 , however the current project plan extends through to approximately June 2027 , providing strong potential for extension.

The organisation is undertaking a major review of its ICT operating model, looking at how teams and functions should be structured, how processes and accountabilities should work, and where functions should sit across the broader ICT environment.

Working alongside the broader OCM function and Business Analysts, this role will focus specifically on understanding the process and change impacts of the proposed operating model and translating these into practical plans for implementation.

Key Responsibilities

- Work with ICT teams and Business Analysts to understand current and future state processes and ways of working
- Assess the process and change impacts associated with the proposed ICT operating model
- Translate operating model changes into practical processes, roles, accountabilities, governance and ways of working
- Develop change, implementation and communication plans to support the transition




- Participate in workshops with ICT teams as future processes and operating arrangements are worked through
- Identify operational dependencies and impacts across ICT teams and business interfaces
- Support the transition of current processes and ways of working into business as usual operations
- Help prepare the organisation for implementation following approval of the Business Case for Change

About You

- Demonstrated experience delivering operating model, process or transformational change within complex ICT or enterprise environments
- Strong experience across process change, future state ways of working and change impact assessment
- Experience translating operating model changes into practical processes, roles, responsibilities and accountabilities
- Experience developing practical change and implementation plans
- Good understanding of ICT service delivery, governance and operational dependencies
- Experience working alongside Business Analysts, technical teams and operational stakeholders on complex transformation initiatives
- Previous Queensland Government or large enterprise transformation experience would be highly regarded.

The role is based in Brisbane CBD , with a current hybrid arrangement of three days onsite and two days working from home.
