The Indian Ocean Territories Administration (IOTA) is seeking a motivated, professional and suitably qualified person to join our team as Property and Housing Manager based on Christmas Island.

About the Role
The key responsibilities of the Property and Housing Manager position include but are not limited to:
- Deliver social/public and staff housing services in accordance with relevant housing policies, legislation and organisational requirements, coordinating the provision of housing services across Christmas Island and the Cocos (Keeling) Islands, including temporary accommodation for incoming and outgoing employees and contractors.
- Support and monitor compliance with tenancy and occupancy arrangements in accordance with relevant legislation, policies and organisational requirements, including eligibility reviews, rent reviews, invoicing, utility billing and debt management, while maintaining productive relationships with tenants, contractors, government agencies and community stakeholders.
- Plan, coordinate and oversee property operations, including the scheduling and delivery of maintenance, repairs and minor capital works, ensuring properties are appropriately maintained, equipped and prepared for occupancy, and that relevant work health and safety and risk management requirements are met.
- Undertake procurement, contract administration and project management activities, including directly managing and overseeing larger,
complex and high-risk projects to ensure successful completion, while understanding and applying heritage requirements to the appropriate management of heritage buildings and places.
- Provide effective leadership, supervision, mentoring and performance management of a multidisciplinary team, actively participating in the planning and coordination of service delivery to achieve high-quality outcomes and a positive workplace culture.
- Provide effective financial, governance and operational management, including contributing to the annual Property and Housing budget, monitoring expenditure against approved allocations, maintaining accurate records and statistics, meeting reporting requirements and ensuring compliance with organisational governance requirements.
In addition to deliver property, housing, fleet and project services within the Property and Housing operations, this position will also be responsible for managing court and justice functions to ensure the effective delivery of court services in accordance with relevant legislation, processes and organisational requirements.
About You
Our ideal candidate will have:
- Demonstrated experience in property management, social/public housing management or experience in a similar role
- Demonstrated experience managing projects and operational programs, including procurement, contract management and the efficient allocation of resources to deliver quality outcomes within approved budgets and timeframes
- Excellent verbal and written communication skills,
including a proven capacity to demonstrate this in the form of written reports and briefs to senior management, peers and relevant external stakeholders and maintain positive relationships with colleagues, contractors and clients.
- Strong and effective leadership skills demonstrated by previous experience in supervising employees, managing performance, scheduling and delegating tasks and ensuring activities comply with quality requirements.
- Demonstrated ability to interpret and apply legislation, policies and organisational procedures, exercise sound judgement and ensure compliance with governance, financial and operational requirements.
- A valid driver’s licence and WA Working with Children Check (or able to obtain at engagement),
- Experience working within a remote and/or multi-cultural community will be highly advantageous.
The successful applicant will also be required to obtain a security clearance at Baseline Vetting Level (must be an Australian citizen), complete a pre-employment medical assessment and successfully complete a Nationally Coordinated Criminal History Check.

- Base salary between $132,854 - $154,994 per annum, plus
- Employer contribution to superannuation at 16% of base salary, plus
- District Allowance starting from $472.37 per fortnight in addition to base salary, plus
- Generous leave entitlements, including 27 days of Annual Leave, plus
- Annual return airfares assistance to Perth for yourself and eligible dependents.
If relocating to the Indian Ocean Territories, you can also expect relocation assistance, including uplift, storage of personal effects and heavily subsidised housing and relocation of your motor vehicle, subject to availability.
