Hobsons Bay City Council serves a diverse and establishedmunicipality in Melbourne’s inner west, encompassing residentialneighbourhoods, established activity centres, industrial precinctsand a range of community and Council assets.

Council’s building services function plays an important role inprotecting community safety, responding to illegal building workand ensuring statutory obligations under the Building Act andRegulations are effectively delivered.

The service has recently undergone a realignment that hasintroduced clearer leadership across its two operational streams. ADeputy Municipal Building Surveyor now leads the building surveyingfunction, while a Senior Building Surveyor oversees building sitecompliance and associated local laws activity.

This provides the incoming Municipal Building Surveyor with anexperienced and stable team, a capable leadership structure and astrong platform from which to consolidate recent improvements andguide the future direction of the service.

About the Role

The Municipal Building Surveyor is responsible for administeringCouncil’s statutory building functions and providing leadership,technical oversight and strategic direction to an established teamof approximately 11 staff.

The team operates across two complementary streams. The buildingsurveying function includes the Deputy Municipal Building Surveyor,building surveyors, inspection, technical and administrativesupport.



The building site compliance function is led by a SeniorBuilding Surveyor and includes officers responsible for site safetyand relevant local laws provisions.

The service undertakes a relatively small volume of municipalbuilding permit work, with its primary focus sitting acrossenforcement, illegal building work, building safety and Council’sbroader statutory responsibilities.

The incoming MBS will be supported by experienced practitionerswho understand the municipality and service well. The team has goodcontinuity, including several long-standing employees, and therecently appointed Deputy MBS provides capable day-to-dayleadership across the building surveying function.

A recent review of the service identified a range ofopportunities to strengthen processes, systems and operationalpractices. Many of these actions have already been progressed, withthe new MBS responsible for ensuring improvements are fullyembedded and that the service remains organised,responsive andtransparent in reporting its workload, risks and priorities.

The role will also provide advice on emerging compliancematters, including swimming pool and spa safety obligations, whileconsidering how Council can best support affected property ownersand the wider community.

Over time, there is also scope to explore the future servicemodel, including whether Council should broaden elements of itspermit or inspection offering. Any future direction will need to becarefully considered against statutory responsibilities,organisational risk, insurance requirements and communitybenefit.





About You

You are an experienced building surveyor with Unlimitedregistration in Victoria and the technical capability required toperform the statutory responsibilities of a Municipal BuildingSurveyor.

You bring strong knowledge of building legislation, enforcement,compliance and regulatory decision-making, ideally developed acrosslocal government, private building surveying or a combination ofboth environments.

You are a practical and engaged leader who can provide cleartechnical direction while empowering an established Deputy MBS andsenior practitioners to manage their respective areaseffectively.

This is not a role requiring wholesale change. You will take thetime to understand what is working, establish visibility over theteam’s workload and priorities, and ensure recent improvements tosystems and processes are sustained.

You are comfortable making considered statutory decisions,managing complex or sensitive enforcement matters and providingclear advice to senior leaders. You also bring the curiosity andcommercial awareness to consider how the service could evolve whilemaintaining an appropriate focus on risk, community safety andCouncil’s legislative obligations.

Most importantly, you will bring energy, sound judgement and acollaborative leadership style to a team with solid technicalknowledge and a genuine commitment to the Hobsons Baycommunity.
