We are seeking an exceptional Construction Manager to join our team and guide a talented group of multi-skilled, multidisciplinary staff within our Road Construction Program. This role demands a dynamic individual who can skilfully manage a variety of duties and accountable for delivery of capital and rehabilitation programs associated with road, drainage, footpath and Council's spoil sites.

The Road Construction Program plays a crucial role in supporting our branch's response to natural disasters, such as flood events, and includes coordination of pre and post events activities. With six distinct areas of leadership and oversight, this position requires someone who thrives in a fast-paced environment where adaptability is key, and no two days are alike.

Position responsibilities include:

- Technical Leadership and oversight of seven services within the Program from stakeholder management and relationships, to leading continuous improvement and change management activities, ensuring and implementing efficient and effective service delivery.
- Strategic planning and project management reporting with an oversight relating to finance, business management, procurement, contract management, human resources management
- Manage program and project development planning
- Establish effective internal stakeholder relationships
- Actively lead continuous improvement and change management activities within the Program, including value for money and lessons learned processes to ensure ongoing efficient and effective service delivery
- High level ability developing strategic and forward plans, business plans, project plans, tactical plans, change and risk management plans
- Assess and identify technical, operational, stakeholder, commercial risks, putting in place and monitoring plans to eliminate or mitigate impacts to Transport Operations' success
- Manage and coordinate procurement processes for Program activities in compliance with Council's policies, procedures and requirements
- Actively lead and champion workplace health safety and wellbeing within the Program

Key indicators for success:

- Bachelor's degree in engineering and eligibility for registration as a Professional Engineer Queensland (RPEQ) under the Professional Engineers Act is mandatory.



Candidates who can obtain RPEQ accreditation within a short time may be considered.
- Demonstrated experience within the civil maintenance or construction industry in planning and delivering large works programs and complex projects, including setting up projects or work programs, scheduling, efficient allocation of labour, resources, plant and equipment, and contractors, as well as cost monitoring, variances and reporting.
- Demonstrated experience and track record, at a senior management level within the civil maintenance or construction industry, ideally within roads and drainage.
- Demonstrated experience in tender process and establishing commercial contract arrangements to support all stages of the civil infrastructure delivery process
- Extensive experience in financial management and budgeting specifically in relation to infrastructure program management
- Demonstrated achievement in inspiring, developing, motivating, mentoring, coaching, and supporting staff, enabling them to realise their full potential
- Highly developed written and oral communication skills to enable preparation of technical and financial reports, correspondence and advice to customers, and presentations to the branch management team and staff
- Demonstrated knowledge of WH&S; Legislation and commitment to safety in the civil infrastructure industry across direct reports, construction projects and safety in design, as well a focus on wellbeing practices
- Experience utilising office software / computer systems that support the delivery of construction and maintenance activities and projects, including financial and records management systems, estimating packages, GIS, and the MS Office suite of software (Word, Excel, Project and Outlook)
