Hawkesbury Community Outreach Services Inc – Kurrajong Heights NSW

The Managing Director is Hawkesbury Community Outreach Services' most senior operational position. Working closely with the Management Committee, the Managing Director leads the organisation into its next stage of development and ensures the effective delivery of every HCOS program and service. This role brings together two things HCOS needs in one leader: the professional expertise of an experienced Early Childhood Teacher, and the organisational leadership to run a multi-program community organisation well. That combination matters most now, as HCOS grows its preschool services with a new preschool venue. The role is done well when HCOS is protected, compliant and financially sound, its people are supported, its Committee is well advised, and the community experiences services that genuinely help children and families develop to their full potential.

Key responsibilities

- Lead the day to day operation of all HCOS programs and services across the Hawkesbury
- Set operational priorities and work plans that translate the Management Committee's strategic direction into service delivery
- Ensure each program is adequately staffed, resourced and supported, and act early where a program is not performing as intended
- Manage the Kurrajong hub, including facilities, equipment, vehicles, hall hire arrangements and site security
- Provide qualified early childhood leadership across HCOS's preschool and vacation care services
- Lead the establishment and ongoing operation of the new preschool venue, working with the Management Committee, service leaders and the relevant government departments
- Provide qualified leadership of our Community and Family Services Team (CAFS)
- Oversee compliance with the National Quality Framework, including service approvals, assessment and rating,



quality improvement planning and notifications to the Regulatory Authority
- Manage grants, funding agreements, contracts and acquittals with the NSW Department of Education, the NSW Department of Communities and Justice and other funders
- Lead recruitment, selection, onboarding and induction for all HCOS positions, including volunteers
- Supervise program leaders and direct reports, set transparent expectations and hold regular supervision

About you

- Approved Early Childhood Teacher (ECT) qualification recognised under the relevant NSW early childhood education and care requirements (Essential)
- Demonstrated experience working as an Early Childhood Teacher in an early childhood education and care setting (Essential)
- Demonstrated senior leadership or management experience (Essential)
- Demonstrated experience in staff leadership, recruitment, supervision and professional development (Essential)
- Experience with financial administration, budgeting and organisational reporting (Essential)
- Experience managing grants, funding agreements, contracts and acquittals (Essential)
- Strong understanding of early childhood education, child safety and regulatory compliance (Essential)
- Knowledge of Community and Family Services (CAFS) program agreements (Essential)
- Current Working with Children Check clearance (Essential)
- Current NSW driver licence and willingness to travel across the Hawkesbury (Essential)

HCOS has supported children, families and communities across the Hawkesbury since 1979. What began as the Colo Wilderness Mobile Resource Unit became Hawkesbury Community Outreach Services in 2007, and today we are an incorporated association and registered charity governed by a voluntary Management Committee. From our hub at Kurrajong, we deliver mobile preschool, outside school hours care and vacation care, supported playgroups, child, youth and family casework, youth wellbeing programs, community programs, food relief, and community centre and hall hire.
