About the Branch/Group

Consumer Affairs Victoria (CAV) is a business unit of DGS and is Victoria’s consumer affairs regulator. CAVs purpose is to help Victorians be responsible and informed businesses and consumers. To do this CAV provides advise and education to consumers, residential renters, businesses and residential rental providers on their rights, responsibilities, and changes to the law. Also, CAV registers and licenses businesses and occupations, conciliates disputes between consumers and traders, renters and rental providers and enforces compliance with consumer laws.

About the Role

Inspectors conduct a range of compliance monitoring activities and inspections as authorised under the Australian Consumer Law and Fair Trading Act, and other legislation administered by CAV. Also, Inspectors carry out residential tenancy investigations including rental assessments and non urgent repairs as delegated under the Residential Tenancies Act. Further, Inspectors perform front line dispute resolution, provide business and community education and lead or coordinate CAV campaign initiatives.

Key Accountabilities

- Participate in and contribute to aspects of an ongoing compliance program,



including local planning and development of compliance activities and their implementation.
- Be prepared to be appointed as an Inspector under the Australian Consumer Law & Fair Trading Act and be delegated as an Inspector under the Residential Tenancies Act.
- Using standardised tools, carry out routine, straightforward and sometimes more complex inspections as authorised under the Australian Consumer Law & Fair-Trading Act and the Residential Tenancies Act. This can include report preparation, drafting written correspondence, obtaining evidence for use in legal proceedings as directed by CAV, as well as issuing infringement notices.
- Under general direction, deliver business and consumer education sessions consistent with CAV program priorities and community operations.
- Undertake front line dispute resolution by using negotiation skills to address consumer concerns in line with CAV policy, escalating complex matters where appropriate.
- Maintain productive relationships with regional stakeholders, including local councils, businesses, and community agencies to integrate CAV’s services with other community outreach programs.
- Perform other relevant duties as required, including working at remote locations within the State or working in other Areas, which may include occasional overnight stays.

About You

- Experience in inspection operations including the planning,



development and delivery of outreach activities based on business plans and policies.
- Demonstrated experience in the preparation of reports and the drafting of correspondence that provides clear and purposeful communication.
- Ability to develop and maintain productive relations with internal and external key stakeholders.
- Knowledge of, and/or relevant experience in legislative compliance and enforcement activities and CAV relevant legislation, regulations, policies and procedures OR capacity to learn and apply the knowledge, as required.
- A Certificate IV in Government Investigations or equivalent qualification is desirable or be prepared to attain the qualification soon after job commencement.

Mandatory requirements

- Tertiary qualifications in commerce, business, law or other related fields are desirable.
- A current Victorian Driver’s Licence. *The department will consider all reasonable adjustments for candidates with a disability.
