Housing Group is seeking APS6 Senior Analysts to undertake complex policy, program or analytical work within its divisions.

About The Role

Housing Group provides advice, research and analysis on housing policy and programs, including housing supply and affordability, to support delivery of the Australian Government’s housing agenda. The Group is responsible for the design, implementation and management of housing programs, governance and oversight of key institutions in Australia’s housing system, and engagement with governments and stakeholders on housing priorities.

There are 2 APS6 Senior Analyst opportunities across Housing Group’s two divisions – the Housing Supply, Productivity and Engagement Division (HSPED) and the Housing Access and Delivery Division (HADD).

HSPED leads work to increase housing supply and improve productivity across the housing and construction sectors. Its responsibilities include delivery of the National Housing Accord, housing supply programs including the Government’s recent $2 billion Local Infrastructure Fund, construction and planning reform, the National Construction Code and National Urban Policy. The division also undertakes quantitative analysis, modelling, forecasting and applied research to strengthen the evidence base for housing policy and support the National Housing Supply and Affordability Council.

HADD develops and implements policy and programs supporting home ownership, rental policy, and social and affordable housing, including initiatives with a First Nations focus. Its work includes delivery and oversight of major government housing commitments and working with states and territories, Housing Australia, other agencies, delivery partners and community stakeholders to support the Government’s housing agenda.

As an APS6 Senior Analyst, you will undertake complex policy, program or analytical work within one of these areas.

- The Senior Analyst, Local Infrastructure Fund Implementation Unit will play a key role in establishing and implementing the Government’s new $2 billion program providing ‘last mile’ infrastructure funding.
- The Senior Analyst, Housing Analysis and Conditions Unit will undertake reporting on conditions in the housing market, modelling and analysis of housing supply, and undertake research projects to support housing policy advice.





You will work with a degree of autonomy, exercise sound judgement, provide high-quality advice and contribute to the delivery of team and Group priorities. Depending on the position, you may undertake policy development, program design and implementation, quantitative or economic analysis, modelling and forecasting, stakeholder engagement, governance and reporting activities, or a combination of these functions. You may also coordinate pieces of work, support the development of less experienced staff and contribute to a collaborative, inclusive and high-performing workplace.

What You Will Do

At the APS6 level, you will be expected to:

- Undertake complex policy, program or analytical work, taking responsibility for delivering high-quality outcomes within agreed priorities and timeframes.
- Exercise sound judgement and make evidence-based decisions, identifying issues, risks and appropriate courses of action and escalating matters where required.
- Research and analyse complex issues, drawing together evidence and stakeholder perspectives to develop practical solutions and informed advice.
- Prepare clear, concise and well-reasoned advice, including briefs, correspondence, reports and other material for senior executives and government.
- Build and maintain productive working relationships across Treasury, Commonwealth agencies, state and territory governments, delivery partners and other relevant stakeholders.
- Manage competing priorities and contribute to project and team planning, adapting to changing circumstances and supporting the timely delivery of outcomes.
- Work collaboratively and contribute to team capability, sharing knowledge,



supporting colleagues and, where appropriate, providing guidance to less experienced staff.
- Understand the broader operating environment, identifying how your work contributes to team, Group and government priorities.

Desirable Skills / Experience

- Experience in policy development, design or implementation, including preparing high-quality advice or briefing material for senior executives or government, would be highly regarded.
- Experience in housing or related areas such as social or economic policy, infrastructure, planning, building and construction policy, First Nations policy or Commonwealth-state relations would be beneficial.
- Some roles require quantitative and analytical capability, including experience in applied economic research, economic modelling, forecasting or analysis of complex datasets. For these roles, experience using R and/or tertiary qualifications in economics or another quantitative discipline would be highly regarded.
- For program management roles, experience supporting the design or delivery of complex government programs involving multiple stakeholders, delivery partners or levels of government would be highly regarded.
