Primary objective

Lead the Territory-wide management and continuous improvement of SWIPS intake, referral, triage, allocation and service management functions to ensure equitable, timely and effective access to services across the Northern Territory. Provide strategic leadership in service governance, operational performance, demand management and continuous improvement, including the effective use of systems and tools to streamline processes, reduce administrative burden and improve service delivery outcomes.

Student Wellbeing and Inclusion Programs and Services (SWIPS)



is part of Inclusion and Engagement Services, which provides differentiated support services to reform inclusion and improve engagement and access to learning for children, students and communities.

Student Wellbeing and Inclusion Programs and Services provides advice, guidance and support to clients and stakeholders to ensure all children and students are welcomed into an inclusive learning environment and are able to engage effectively with education and learn to their full potential.

Key duties and responsibilities

1. Lead Territory-wide intake, referral, triage, allocation, service request and demand management functions across SWIPS, ensuring

equitable and timely access to services.
1. Develop and maintain service management frameworks, procedures and governance arrangements.
2. Monitor and analyse service demand, performance and stakeholder feedback to identify trends, inform decision-making and

implement improvement initiatives that enhance client outcomes and service efficiency.
1. Lead, manage and develop a high-performing Intake Team to deliver responsive and client-focused services.
2. Build productive relationships with regional, school, corporate and external stakeholders to support coordinated service delivery and

continuous improvement initiatives.

Lead business improvement and service transformation initiatives that enhance service delivery, reduce administrative effort and

improve access to information, reporting and decision-making.
1. Prepare reports, briefings and strategic advice for senior leadership and ensure compliance with legislative, policy and governance

requirements.

Selection criteria

Essential

1. Demonstrated experience leading operational service delivery, intake, demand management or business improvement functions

across a complex service setting.
1. Highly developed leadership skills, including the ability to manage people, priorities and organisational change.
2. Strong analytical and problem-solving skills, with the ability to interpret data and translate insights into practical solutions.
3. Proven ability to build productive stakeholder relationships and influence outcomes across multidisciplinary teams.
4. Well-developed communication skills, including experience providing strategic advice and preparing executive reports.
5. Demonstrated experience leading service improvement, business process improvement or organisational change initiatives that

deliver measurable outcomes, including the effective use of systems and tools to improve efficiency and service outcomes.
1. Experience managing competing priorities and delivering outcomes in a complex service environment within limited timeframes..

Desirable

1. Qualifications or demonstrated experience in management, business, project management, governance, service improvement or a

related discipline.
