SMS Integration is a Ballarat-based consultancy and managed service provider working with local government and small-to-medium businesses across Australia. We specialise in TechnologyOne implementations for councils, with deep experience in the platform. We're a small, experienced team, which means you'll work directly with clients, own your deliverables, and see the results of your work land.

The role

We're looking for a Business Analyst to join our TechnologyOne consulting team. You'll work across council client environments, gathering and documenting requirements, configuring TechnologyOne solutions, and supporting clients through testing, training and go-live. A valuable part of this role is people-facing: helping council staff understand what is changing and how to work in the new system with confidence.

You'll report to the Managing Director and work alongside experienced consultants who will back you on the harder problems.

This is a hands-on delivery role. You don't need to have done everything on this list, but you do need to be comfortable in front of clients, able to turn a messy business problem into a clear, testable solution, and able to bring end users along with you.

What you'll do

- Run workshops and stakeholder sessions with council staff to gather, analyse and document business requirements

- Translate requirements into functional specifications and user stories for configuration and development

- Configure and support TechnologyOne solutions, particularly Property & Rating

- Plan and deliver end-user training, in person and online, including train-the-trainer sessions for client super users

- Develop training material, quick reference guides, user documentation and process maps tailored to each client

- Support the change management side of client projects as you develop in the role: impact analysis, communications, readiness and post go-live adoption

- Advise clients on records management and information governance practices

- Write test plans,



coordinate UAT and validate that solutions meet requirements

- Produce client reports and dashboards (DocOne, XLOne and TechnologyOne dashboards)

- Maintain project plans, process diagrams and project documentation using Microsoft Project, Visio and the Microsoft 365 suite

- Keep project artefacts organised and current in client SharePoint folders

What we're looking for

- 3 years in a business analyst, systems analyst, functional consultant or systems trainer role

- Hands-on experience with TechnologyOne (OneCouncil / CiAnywhere), ideally Property & Rating. Strong experience with a comparable local government ERP will be considered

- Experience delivering system training to end users and producing training material

- Understanding of local government operations in Australia and ideally, a background working inside a council

- Solid requirements gathering, documentation and workshop facilitation skills

- Proficient with Visio, Microsoft Project and the Microsoft 365 productivity suite (Word, Excel, PowerPoint, Teams, SharePoint)

- Clear written and verbal communication, and the confidence to manage client relationships day to day

- Willingness to travel to client sites occasionally (travel and accommodation covered)

Nice to have

- Exposure to change management on system implementations, or a formal qualification (Prosci, APMG or similar). If you don't have this yet, we'll fund Prosci certification for the right person

- Records management or information governance experience

- Exposure to enterprise connected receipting
