The Opportunity The HR Transformation and Program Delivery Lead is accountable for the end-to-end rollout and adoption of regional HR programs, frameworks, and standards across Palladium APAC. This is a delivery-led role focused on driving practical implementation, ensuring enterprise initiatives are embedded consistently into local operations, and realising measurable outcomes from the HR transformation agenda. This role also holds accountability for maintaining an enterprise-wide view of workforce capability and risk — aggregating intelligence from HR Governance Partners and program teams and translating that picture into actionable briefs for workforce planning work. To ensure that enterprise-level people initiatives and projects are implemented consistently, pragmatically, and sustainably across Palladium APAC. This role acts as the internal implementation lead for priority people initiatives, while also overseeing the change management process for the HR component. It additionally serves as the enterprise lens on workforce capability and risk — synthesising data from across the region, identifying where the organisation is under-resourced, over-stretched, or facing capability gaps.
Responsibilities
What you will do
- Lead the end-to-end implementation and adoption of HR programs, frameworks, and standards regionally and corporately.
- Coordinate with external consultants, vendors, and capability partners where specialist program design or implementation support is engaged, acting as the primary conduit between subject matter experts and the business to ensure initiatives are understood, adopted, and deliver intended perks.
- Ensure that implemented programs are embedded into local operations through structured adoption tracking, capability uplift, and post-implementation review.
- Develop and maintain implementation roadmaps, project plans, and delivery schedules; monitor progress against milestones and escalate risks.
- Partner with in-country HR teams, business leaders, and other enabling functions to prepare for and support change, ensuring local context is reflected in implementation design.
- Oversee the HR change management process, including communications, training, and transition support.
- Monitor adoption indicators and outcomes; provide progress reporting to the HR Governance and Compliance Lead, Head of Program Implementation, and/or relevant Executive Sponsor.
- Identify and flag implementation risks, dependencies, and blockers, and work collaboratively to resolve them.
- Maintain an enterprise-wide view of workforce capability and risk across Palladium APAC — aggregating intelligence from HR Governance Partners, program teams, and the Head of Program Implementation to identify where the organisation faces capability gaps, resourcing pressure, or emerging workforce constraints ahead of delivery impact.
- Translate enterprise workforce intelligence into clear briefs for workforce planning work commissioned through external partners.

- Ability to translate strategic intent into practical operational delivery; comfortable working in ambiguity and driving outcomes without relying on positional authority.
- Strong influencing and relationship-building skills across senior leaders, peers, operational teams and within different cultural settings.
- High level of commercial and organisational awareness; understands how HR initiatives connect to business performance.
Desirable
- Experience working within international development, professional services, or government contracting sectors.
- Familiarity with HR technology platforms, HRIS systems, and workflow automation tools.
- Exposure to shared services models or regional HR hub structures.
