About ARRC Gold Coast The Advanced Resource Recovery Centre, or ARRC, is transforming how the Gold Coast manages its waste and turns it into value. Owned by the City of Gold Coast, this $1.6 billion precinct is set to become one of the world’s first planned waste and energy precincts – providing Gold Coast residents a recent value-for-money and environmentally responsible way to manage our region’s waste. It will also divert up to 97% of the waste currently sent to landfill.

Progressively rolling out during the next six years, our initial focus is three integrated but distinct facilities – ARRC Organics, ARRC Recycling and ARRC Energy. The three facilities will process the waste from your green, yellow, and red bins, respectively. In fact, ARRC Organics in Yatala is already doing just that.

ARRC is also developing a circular economy innovation park (ARRC Innovation) and community hub (ARRC Hub) as well as looking at opportunities to decarbonise the City’s vehicles through ARRC Hydrogen.

Creating jobs for more than 2,000 people during construction and 350 people during operation, ARRC is being designed from the ground up to achieve the very best circular economy outcomes for our region.

The Opportunity

We are seeking a capable and commercially minded Legal Counsel to support a broad range of legal, governance and regulatory matters across the organisation.

Working closely with the General Counsel and a broad range of project, operational, commercial and corporate stakeholders, you will provide practical legal advice that supports informed decision making, effective risk management and sound commercial outcomes.

You will contribute across commercial contracting, procurement, corporate governance, regulatory compliance and major project activities, helping to support the delivery of key business priorities and strategic initiatives.

This role offers exposure to a diverse range of legal matters and the opportunity to contribute to governance, compliance and legal frameworks within a growing organisation delivering significant circular economy and resource recovery initiatives.

Your Key Responsibilities – Make Your Mark

Commercial Law and Contracts

- Provide practical, commercially focused legal advice across projects and business operations.
- Draft, review and negotiate commercial agreements.
- Support procurement, tendering and contract management activities.
- Advise on contract interpretation, obligations, disputes and enforcement.
- Develop and maintain legal templates, precedents and guidance materials.

Governance and Compliance

- Support corporate governance and company secretarial activities.
- Assist with Board and committee governance processes.
- Support statutory compliance and corporate record management.
- Contribute to governance frameworks, policies and procedures.

Legal Advice and Risk Management

- Provide timely and practical legal advice to stakeholders.
- Identify legal and regulatory risks and recommend mitigation strategies.
- Support legal matters arising from projects, procurement activities and business operations.
- Coordinate external legal advisers where required.
- Monitor regulatory developments and communicate impacts to the business.

Stakeholder Engagement

- Work collaboratively across the organisation to support business outcomes.
- Build trusted relationships through practical and commercially focused advice.
- Contribute to continuous improvement of legal processes, systems and documentation.

What We're Looking For

We are looking for a legal professional with strong commercial awareness, sound judgement and a practical approach to solving problems.

You will be comfortable working across a broad range of legal matters, managing competing priorities and building effective relationships with stakeholders across the business.

You will bring demonstrated experience in commercial law, contract drafting and negotiation, together with an understanding of corporate governance and regulatory obligations. Strong communication skills,



attention to detail and the ability to provide clear and practical advice are essential.

Essential Qualifications

- Bachelor of Laws and admission as an Australian legal practitioner.
- Current practising certificate permitting legal practice in Queensland, or eligibility to obtain one.

Essential Experience

- Minimum four years' post admission legal experience in private practice, an in-house legal team or a comparable environment.
- Strong commercial law experience, including drafting, reviewing and negotiating contracts.
- Corporate law experience, including knowledge of the Corporations Act and corporate governance requirements.
- Proven ability to provide practical legal advice to senior stakeholders.

Desirable Experience

- Experience in infrastructure, construction, environmental or waste sector legal matters.
- Familiarity with government owned corporations, public entities or regulated industries.
- Experience supporting major projects, procurement or complex commercial transactions.
- Employment law experience.
- Company secretarial experience, including supporting Board governance and corporate compliance.
