The Manager CWMS & Buildings leads the day-to-day management, performance and continuous improvement of Council's building and Community Wastewater Management Scheme assets and services. The role plans maintenance and renewal programs, manages employees and service contracts, coordinates regulatory and technical activities, monitors service and asset performance, and provides timely advice and recommendations.
Reporting to the Director Works & Infrastructure, and leading a diverse team, key responsibilities include:
- Providing clear day-to-day leadership to allocated employees and contractors; translating departmental priorities into practical work plans; and setting, delegating and monitoring performance expectations
- Coordinating planned, preventive and reactive operation, inspection and maintenance of Council’s CWMS networks, wastewater treatment facilities, pump stations, storage lagoons and recycled-water assets across Clare, Riverton and Saddleworth, including response to alarms, faults, blockages, overflows, failures and service interruptions and timely escalation
- Contributing asset condition, risk, service, demand and cost information to annual budgets,
long-term financial planning, asset management plans and renewal programs
- Managing expenditure within approved budgets and delegations and provide timely forecasts, commitments, variance explanations and corrective recommendations
- Implementing Council's WHS management system and ensure risk assessments, secure work method statements, permits, traffic management, pre-starts, inspections and competency requirements are effective and current
- Delivering professional, timely and responsive customer service to residents, businesses and internal customers, ensuring service standards, access requirements, operational commitments, planned interruptions, constraints and recovery actions are well communicated
- Maintaining accurate and timely records of programs, assets, services, inspections, decisions, customer requests, contractor performance, risks, incidents, corrective actions, costs and completed works in Council systems.
Strong people leadership, proficient contract and project management, analytical and problem-solving skills and the ability to interpret technical, monitoring, financial and asset information and converting it into practical action will be essential. Effective financial management, proficient written and verbal communication, negotiation, conflict resolution and stakeholder-management skills will be put to the test.
Tertiary, diploma or trade-based qualification in engineering, environmental management, water operations, facilities or asset management, building services, project management or a related discipline, and/or equivalent substantial relevant experience.
