The Manager Operations leads the day-to-day planning, delivery and continuous improvement of Council's civil operations and field services. Through Works Overseers and operational crews, the role converts approved plans and budgets into safe, effective work programs; manages resources, contractors and service performance; and provides timely operational advice and recommendations.
Reporting to the Director Works & Infrastructure, and leading a multiskilled team, key responsibilities include:
- Providing clear day-to-day leadership to allocated employees and contractors; translating departmental priorities into practical work plans; and setting, delegating and monitoring performance expectations
- Developing and maintaining annual, quarterly and short-term works programs aligned with Council's Strategic Plan, Annual Business Plan, asset management plans, adopted service levels and approved budgets
- Planning the efficient deployment and utilisation of employees, contractors, plant, fleet, materials, depots and quarry or rubble resources
- Implementing Council's WHS management system and ensuring risk assessments, safe work method statements, permits, traffic management, pre-starts, inspections and competency requirements are effective and current
- Delivering professional, timely and responsive customer service to residents, businesses, internal customers and other stakeholders, ensuring service standards, access requirements, operational commitments, planned interruptions, maintenance priorities, constraints and recovery actions are communicated clearly and effectively
- Maintaining accurate and timely records of programs, assets, services, inspections, decisions, customer requests, contractor performance, risks, incidents, corrective actions, costs and completed works in Council systems.
Strong people leadership, high level planning and scheduling skills, sound judgement, analytical thinking with the ability to balance planned works, reactive demands, seasonal constraints and limited resources will be critical to success.
Effective financial, contract and project management skills along with well developed written and verbal communication, negotiation, conflict resolution and stakeholder management skills will be put to the test in this challenging role.
Advanced practical knowledge of civil infrastructure construction and maintenance, including roads, drainage, footpaths, traffic-related assets and associated plant and materials is essential.
Relevant certificate or diploma level qualifications in Civil Construction Supervision, Construction Management, Project Management and/or equivalent substantial relevant experience is required.
