This is your opportunity to work at ECQ and support the commission to deliver across the key function of delivering the 2028 State and local government elections. This is a unique and career-defining opportunity to lead one of the most significant workforce mobilisation projects in Queensland. Reporting to the Director, Corporate Services, and working within the dynamic HR and Learning and Development (L&D;) team, you will play a pivotal role in ensuring the successful delivery of the 2028 local government and State general elections.
Your contribution
Responsibilities
As the Principal HR Officer, you will play a vital role in achieving the Electoral Commission of Queensland's strategic and operational goals. Your key responsibilities will include:
- Lead the 2028 Election Workforce Projects
Act as the Project Lead for all HR-related activities to recruit, onboard, retain and pay around 15,000 Temporary Election Staff for the local government and State general elections. Your leadership will ensure the delivery of a skilled, diverse, and engaged workforce to support the successful conduct of these major electoral events.
- Drive Innovative Recruitment Strategies
Develop and implement creative, inclusive, and targeted advertising and recruitment campaigns aligned with the ECQ's recruitment and selection policy and inclusion recruitment practises. Ensure all recruitment processes are merit-based, transparent, and designed to attract a broad and diverse pool of candidates.
- Project Manage Complex Workforce Operations
Oversee And Coordinate The End-to-end Project Lifecycle, Including
- Providing regular updates, advice, and support to the Team Leader, HR, and the HR and L&D; team.
- Managing payroll processing and compliance in collaboration with Recruit Complete, the Finance and the Digital Technologies (DT) Divisions.
- Preparing detailed reports, conducting user acceptance testing, and managing the staffing module of the Elections Management System in partnership with DT.
- Collaborating with the Finance division to monitor and manage project budgets effectively.
- Identifying and mitigating risks through proactive strategies that prioritise the needs of stakeholders and the broader community.
- Managing the conduct of electoral events through effective project and contract management and contribute to ECQ's preparedness in conjunction with all ECQ staff.
- Implementing and maintaining a dynamic communication plan to ensure all stakeholders are informed and engaged throughout the project.
- Continuously evaluating project outcomes and adapting strategies to address emerging challenges and opportunities.
- Foster Strong Stakeholder Relationships
Build and maintain positive, effective relationships with a diverse range of stakeholders, including:
- Internal stakeholders such as the Corporate Services Division, Elections Event Management Division, and Digital Technologies Division.
- External partners, including the Australian Electoral Commission, Electoral Council of Australia and New Zealand, Public Service Commission, Treasury, Department of Justice, Smart Service Queensland, Queensland Shared Services, QSuper, Recruit Complete, and external recruitment agencies.
- Champion Organisational Values
Consistently model and promote the values of the Electoral Commission of Queensland (ECQ) and the Queensland Government. Ensure these values are embedded in all aspects of the project, fostering a culture of integrity, respect, and excellence. Act in accordance with the Queensland public service legislative framework and Code of Conduct, ensuring that these are upheld at all levels of the organisation.
- Deliver Operational Excellence
Ensure all project deliverables are met within agreed timeframes, budgets, and quality standards. Provide high-level advice and support to senior management, contributing to the overall success of the Corporate Services Division and the ECQ.
