Job Title: Quality and Testing Manager

Clearance Required

- NT Working with Children (OCHRE)
- National Police Check (NPC)

Key Duties and Responsibilities

- Drive continuous improvements to the speed and coverage of testing outcomes.
- Be accountable for quality test plans, test documentation, test cases, and test outcomes for the Core Clinical Systems Renewal Program (CCSRP), working closely with stakeholders and third-party vendors.
- Lead a team of Northern Territory Government and contract staff in the delivery of required quality and testing services.
- Work with quality and testing team members to prioritise testing work packages across multiple projects.
- Oversee and provide advice on project-level testing resource planning and management.
- Oversee and proactively manage issues that may impede testing efforts or affect testing outcomes.




- Work with Clinical Safety Officers and provide evidence that systems are safe to implement and that appropriate clinical safety and risk management considerations have been adequately addressed and mitigated.
- Engage and work effectively with senior stakeholders across NT Health.
- Work closely with CCSRP Project Managers and other program resources to support successful project delivery.
- Collaborate with CCSRP and NT Health Clinical Safety Officers to ensure clinical safety standards are embedded across projects where required.
- Work collaboratively with DCDD stakeholders, clinicians, business stakeholders, and system stakeholders as required.

Essential Skills and Experience

- Demonstrated experience as a Test Manager or Senior Test Lead on a large ICT program.
- Demonstrated track record in managing one or more teams to deliver testing services within a program environment.
- Demonstrated ability to clearly articulate the objectives of a successful quality and testing function.
- Expert knowledge and understanding of quality and testing management methodologies, techniques, and frameworks.
- Ability to identify and describe the tactics required to ensure testing outcomes meet the customer requirements of the CCSRP.
- Ability to lead a team and ensure functional and technical testing requirements are presented in natural language that can be understood by all stakeholders.
- Extensive experience in reviewing and validating project test plans, test scenarios, test cases, and test scripts.




- Robust knowledge and understanding of the software development lifecycle and associated project management methodologies, techniques, and frameworks.
- High-level leadership, interpersonal, and communication skills, with the ability to take a lead role in engagement across business, vendor, and program stakeholders.
- Experience in test management and test automation methods and tools.
- Demonstrated written communication skills, including the ability to prepare clear, concise, and grammatically correct plans, presentations, and reports.
- Ability to review and edit written communications to ensure they contain the information required to achieve their purpose and meet audience needs.

Desirable Skills and Experience

- A minimum of five years’ demonstrated experience in a Test Manager or Senior Test Lead role.
- An understanding of the Australian National Safety and Quality Health Service (NSQHS) Standards.
- An understanding of ISO 9001:2015 Quality Management and its application within an organisation.
- Experience working in a large-scale or multi-year program environment.
- Health industry experience and general familiarity with clinical terminology, data, and systems.
- Relevant professional certification, such as ISTQB.
- Experience undertaking testing activities for a commercial off-the-shelf (COTS) solution.
- Experience using the SmartBear TestComplete automation tool.
