About the Team

ASL's System Planning and Financial Markets (SPFM) team is responsible for planning of energy infrastructure and management of the financial risk of any associated derivative portfolios. It does this by supporting ASL’s Board - acting as the NSW Consumer Trustee under the Energy Infrastructure Investment Act 2020 (EII Act) - to publish a two-yearly report on the optimal investment pathway to achieve the renewable generation and storage targets set in the EII Act as well as a 10-year tender program for developers to bid for long-term energy service agreements to support their investment in renewable energy projects. It also supports the Board to authorise network infrastructure projects to uplift network capacity in Renewable Energy Zones (REZ) and to set access fees so generators contribute to the benefit of connecting projects in a REZ.





It also oversees the performance of the Scheme Financial Vehicle established under the EII Act to administer the funds collected from electricity consumers to pay for the energy transition in NSW. The key focus for SPFM in supporting these functions is to maximise the long-term financial interests of NSW electricity consumers.

SPFM provides similar, but more limited services to the South Australian Government in overseeing the performance of its equivalent energy infrastructure fund used to support its energy transition under the SA Firm Energy Reliability Mechanism (SA FERM).

In doing this, SPFM has deep expertise in market modelling and derivative valuation as well as policy, analytical and regulatory expertise. The team collaborates extensively with AEMO but also with the Energy Corporation of NSW and the Scheme Financial Vehicle who are its partners in delivering the NSW energy transition as well as the SA FERM Financial Vehicle in South Australia.

About the Role & Responsibilities:

The Senior Policy Analyst is responsible for undertaking regulatory and policy research, analysis and drafting to support delivery of SPFM’s authorisation, access fee setting and regulatory strategy functions. This includes:

- supporting Principal Advisors in the design, review and maintenance governance frameworks for the delivery of ASL’s authorisation and access fee functions, so that these frameworks support robust decision-making consistent with statutory obligations;
- undertaking qualitative analysis and drafting input into documentation to support ASL’s decision-making in relation its authorisation and access fee functions, in line with governance frameworks
- contributing to the development of advice to government on matters related to ASL’s functions including energy infrastructure planning, emerging energy market and industry trends relevant to the energy transition and the long-term financial interests of electricity customers and innovative ways to leverage ASL’s functions in support of these outcomes
- monitoring regulatory developments across all relevant Australian jurisdictions,



analysing their implications and ensuring they are communicated effectively to internal stakeholders to support compliant and effective delivery of ASL’s functions under these frameworks

The Senior Policy Analyst also plays a key role in supporting ASL’s engagement of key government stakeholders including the Energy Corporation of NSW and other government departments. This includes:
- supporting engagement with government partners on ASL’s authorisation and access fee functions, including setting agendas, developing briefing papers, supporting meetings and following up actions against agreed timelines
- engage reactively and proactively on government regulatory reform agendas relevant to ASL’s functions, including drafting formal comments, attending meetings and following up actions and communicating ASL’s position as necessary
- work with ASL’s partners to identify how network planning and regulation can support the energy transition, including to deliver the optimal infrastructure trajectory identified in ASL’s Infrastructure Investment Objectives Report

The role also manages key enterprise activities for the SPFM team, including compliance, audit and procurement. In this role the Senior Policy Analyst ensures an effective working relationship between SPFM other ASL enterprise teams and that SPFM meets the requirements of ASL’s policies and processes for compliance audit and procurement activities.

Skills and Experiences

About You

- Excellent research, analytical and communication (written and verbal) skills
- Knowledge of the key drivers for the energy transition in Australia from a technical, legal and policy perspective and the key challenges for infrastructure delivery to support the transition over the next decade
- Ability to think logically, analyse and solve issues in methodical and timely manner
- Project management experience, preferably in delivering technical and policy advice to internal and external stakeholders
- Attention to detail and commitment to quality and accuracy
- Strong interpersonal skills and the ability to work collaboratively with a broad range of diverse internal and external stakeholders
- A passion to make a difference in a role that enables you to deliver fundamental societal good
- Tertiary qualifications in economics, policy analysis, law or similar
- Preferably also an understanding of the National Electricity Rules and its application to the planning and development of transmission network infrastructure
