Primary objective

Provide high‑level, specialised business analysis to evaluate and improve processes across enterprise corporate systems, ensuring they meet business needs, comply with environmental and industry requirements, and support continuous improvement. This vacancy may be available in any region throughout the NT subject to negotiation with the successful applicant.

Context statement The Across Government Systems division provides strategic leadership and operational management for a range whole of Government systems.



This position contributes to the effective governance, continuous improvement, and support of these systems to ensure they meet Government, business, and user needs; and which may require out of hours support.

Key duties and responsibilities

1. Analyse business needs by capturing, validating, and translating requirements into clear, actionable system specifications, and deliver

quality solutions to business clients, through effective development life cycle management.
1. Identify and implement process improvement opportunities and system enhancements to support the delivery of efficient and effective

system solutions.
1. Provide leadership, mentoring, and direction to Systems Analysts and System Administrators to ensure consistent delivery of technical

and subject-matter expertise.
1. Support stakeholders in the preparation of business cases, change documentation, and systems development governance.
2. Build and maintain effective internal and external stakeholder relationships to support system delivery and ongoing operations.
3. As a senior team member, contribute to divisional objectives through active participation, continuous improvement initiatives, and

support for future service delivery.





Selection criteria

Essential

1. Demonstrated ability to obtain, analyse and translate complex business requirements, including process mapping, into clear solution

specifications that support the delivery of effective corporate and whole-of-Government solutions.
1. Proven ability to build productive working relationships and collaborate with stakeholders from diverse backgrounds, with clear

communication of technical and business concepts.
1. Sound knowledge of project management methodologies, planning frameworks, and the Software Development Life Cycle (SDLC),

with experience contributing to structured systems solution delivery.
1. Demonstrated experience coordinating system development, testing and release management activities in collaboration with internal

teams, vendors and service providers.
1. Proven experience supervising, guiding, and developing teams to ensure effective delivery of technical and analytical services.
2. Solid work ethic and professional conduct aligned with NTPS and DCDD values, including the ability to work autonomously, meet

deadlines in a rapid-paced environment. Desirable

1. A broad understanding of corporate, ICT, or Government operational processes that support the effective delivery and improvement

of whole‑of‑Government systems.
1. Qualifications in business, information technology, or certifications/experience in DevOps, ITIL or other related discipline
