About Ravenhall Correctional Centre
Ravenhall is a 1,300-bed medium-security prison for adult sentenced and remand men. Its contemporary campus-style design reflects four accommodation communities with varying profiles. Community accommodation is complemented by a further 75-bed Forensic Mental Health Unit, a 25-bed unit for prisoners with significant challenging behaviours, and a 25-bed Mission Unit designed to respond intensively and therapeutically to current community issues.

In recognition of the importance of the Continuum of Care, Ravenhall extends its presence into the community by providing ex-prisoners with access to post-release support at GEO’s Community Reintegration Centre.

Ravenhall’s emphasis on offender rehabilitation and reintegration is supported by a significantly resourced team of clinicians who work in partnership with a number of Victoria’s most respected organisations, including Forensicare, YMCA and Kangan Institute. Working collaboratively, Ravenhall seeks to bring about lasting positive change in the lives of prisoners before and after release, with the ultimate aim of reducing reoffending.

About The Opportunity

The Family and Community Connection Manager is accountable for the effective delivery, quality and continuous improvement of evidence-informed services and programs that strengthen family reconnection, cultural and faith identity, and youth wellbeing for men in custody. The role supports the planned coordination and continuity of these services in the community following release, in partnership with the Community Reintegration Centre.

Reporting to the Rehabilitative Services Manager, the role translates strategic, contractual and evidence-based priorities into coordinated operational delivery. It leads multidisciplinary staff and works with custodial, clinical, rehabilitation, reintegration and community partners to provide culturally responsive,



person-centred supports that reduce barriers to rehabilitation and strengthen successful reintegration.

As the Family and Community Connection Manager you will:

- Lead, supervise and develop the Family Services and Faith and Culture functions, and provide clear operational direction for youth wellbeing supports.
- Translate organisational strategy, service evidence, policy and contractual requirements into practical plans, procedures, priorities and team workplans.
- Oversee the design, implementation and evaluation of evidence-informed family reconnection, cultural and faith strengthening, and youth wellbeing services and programs.
- Ensure services are person-centred, trauma-informed, culturally secure and responsive to the needs, strengths and risks of men in custody and their families.
- Use service data, participant feedback, professional expertise and research to monitor outcomes, address service gaps and drive continuous improvement.
- Manage contracts with service partners, including chaplaincy providers, as well as subcontracted services, budgets and resources within delegated authority, ensuring agreed deliverables, performance, quality, compliance, risk and reporting requirements are met.
- Coordinate multidisciplinary responses to complex needs and transition planning that strengthens protective factors for rehabilitation and reintegration.
- Build referral pathways and partnerships with government, community, cultural, faith-based and family-support organisations to improve continuity of care.
- Maintain accurate records and management reports, and ensure compliance with child safety, privacy, information-sharing and other relevant obligations.
- Set clear expectations, conduct regular supervision and performance reviews, and build team capability in evidence-informed, culturally responsive and trauma-informed practice.
- Manage operational risk, ethical practice, quality assurance and compliance with legislation, standards, policies and funding requirements.
- Provide concise performance reporting on service demand, access, outcomes, risks, expenditure and improvement actions, escalating material issues as required.
- Represent the organisation in relevant forums and maintain partnerships that improve service access and family connection, including planned coordination with the Community Reintegration Centre to support continuity of family, cultural, faith and youth wellbeing services following release.

Your Skills & Experience

- A relevant qualification in social work, psychology, community services or a related discipline, or equivalent substantial experience.
- Demonstrated experience leading multidisciplinary services or programs in a complex human services, justice or custodial environment, including staff supervision and performance management.
- Demonstrated ability to apply evidence-informed, trauma-informed and culturally responsive practice to service design, delivery, evaluation and continuous improvement.
- Strong people leadership, stakeholder engagement, communication, negotiation and conflict-resolution skills.
- Demonstrated ability to translate strategic and contractual priorities into operational plans, allocate resources and deliver measurable outcomes.
- Experience managing partner contracts and subcontracted services, including monitoring deliverables,



service performance, outcomes, budgets, risks and compliance, and taking timely corrective or escalation action.
- Ability to coordinate multidisciplinary responses to complex needs and work effectively with custodial, clinical, community and government stakeholders.
- Sound knowledge of family systems, child-safe practice, cultural and faith diversity, youth wellbeing, and rehabilitation and reintegration within a correctional context.
- Demonstrated ability to work under pressure and to strict deadlines to achieve prescribed outcomes.
