The Anindilyakwa Land Council (ALC) represents the Traditional Owners of the Groote Archipelago. The ALC is a ‘future-forward’ Land Council, directed by the 14 clans of the Groote Archipelago region, enabling the Anindilyakwa people to take full advantage of the opportunities and technology available in the 21st century, while simultaneously preserving land, language and culture.
The ALC functions to ascertain and express the wishes and opinions of the Anindilyakwa people as to the management of the land and sea in the Groote archipelago region, protecting the interests of the Traditional Owners, assisting in the protection of sacred sites, assist the Anindilyakwa people in traditional land claims, negotiation with persons desiring to obtain an estate or interest in the land, assist Traditional Owners in carrying out commercial activity, and supervise and provide administrative and other assistance for Land Trusts holding Indigenous land in the Groote archipelago region.

About the role:
The Contract Administrator is responsible for the end‑to‑end administration of construction, maintenance, and service contracts across the ALC Infrastructure portfolio. This role supports the infrastructure team by administering procurement workflows, preparing contract documentation, managing variations and progress claims, ensuring contractual compliance, maintaining accurate records, and coordinating communication between contractors, consultants, and internal stakeholders. The Contract Administrator ensures that all contract activities meet probity, governance, and quality requirements while enabling timely, cost‑effective, and compliant project delivery.
Key Responsibilities:
- Contract Documentation: Prepare, review, and issue RFT/RFQ packs, tender addenda, letters of award, contracts, and variations, to ensure contracts are accurate, compliant, and aligned with procurement and project requirements, by following standard templates, verifying documentation, and coordinating approvals and distribution.
- Contract Records: Maintain contract registers, correspondence logs, warranties, certifications, and insurance records, to support governance, audit readiness, and traceability across the contract lifecycle, by updating document control systems, tracking expiration dates, and ensuring version control and secure storage.
- Procurement and Contractor Engagement: Assist with procurement activities, including tender coordination, evaluation panels, purchase orders, and quotation comparisons, to ensure procurement is compliant, transparent,
and in line with ALC policies and funding requirements, by preparing procurement documentation, coordinating probity requirements, and maintaining accurate procurement records.
- Financial and Claims Administration: Assess and process contractor claims, variations, payment schedules, and statutory declarations, to ensure timely, accurate payments and protect the organisation from financial and contractual risk, by validating claim accuracy, monitoring budgets, tracking commitments, and escalating discrepancies.
- Contractual, WHS, and Regulatory Compliance: Monitor contractor compliance with contractual obligations, WHS requirements, insurance currency, and legislative standards to maintain legal compliance, protect organisational risk, and ensure safe project delivery, by conducting compliance checks, reviewing documentation, and reporting issues to relevant stakeholders.
- Provide Project and Stakeholder Support: Provide contract-related support to the Superintendent, Project Managers, architects, engineers, contractors, and site teams, to ensure smooth project delivery, clear communication, and effective resolution of contract matters, by coordinating contractor communications, preparing meeting minutes, issuing instructions, and assisting with scheduling and risk tracking.
- Continuous Improvement: Contribute to process improvements, templates, workflows, and document control practices, to enhance efficiency, consistency, and compliance across procurement and contract administration, by identifying improvement opportunities, standardising tools, and supporting implementation of new systems and processes.
Selection Criteria:
Key Knowledge, Skills and Experience
- Demonstrated experience in contract administration within construction, infrastructure, engineering or facilities environments.
- Strong understanding of contract forms (e.g., NPWC, AS2124/AS4000/AS4902, consultancy agreements) and construction procurement processes.
- Experience assessing progress claims, variations, extensions of time, and compliance documentation.
- High-level attention to detail with strong document management and record-keeping capability.
- Excellent communication skills for coordinating contractors, consultants and internal teams.
- Competency in Microsoft Office and document control/project management systems.
- Strong organisational skills with the ability to manage multiple contracts concurrently.
Desirable
- Experience in government-funded projects in Aboriginal organisations.
- Knowledge of procurement governance, probity, and financial reporting requirements.
- Familiarity with WHS obligations in construction and infrastructure environments.
- Ability to interpret technical documents including scope of work, specifications, drawings and variations.

- Qualifications - Formal qualifications in contract administration, project management, construction management, law, or similar.
- Pre-Employment Checks - A National Police Check is required for this position prior to appointment.
- Working with Children - A valid Working with Children check/clearance is required for this position - Northern Territory Working with children clearance [Ochre Card]
- Motor Vehicle Licence - A valid C class motor vehicle licence is required for this position.
What's on offer?
- Attractive Remuneration ranging from $100,000 - $105,000 per annum
- Annual leave: 5 weeks per annum
- Personal leave: 18 days per annum
- Salary Sacrifice available (up to $18,500 per year)
- 2 weeks paid Christmas/New Year shut down - in addition to annual leave.
Other information
Working Hours, Travel and Location
- Work outside standard business hours may be required from time to time to meet operational or organisational needs.
- Periodic travel may be required, including travel to various locations to support operational activities, stakeholder engagement, or project delivery.
- Ability to work effectively with diverse communities, including Aboriginal and Torres Strait Islander peoples and other cultural groups, as well as in remote or regional settings where required.
- Adaptability to wide-ranging work environments is essential, as duties may involve working in changing, challenging, or unpredictable conditions, including different climates, terrains, or operational contexts.
- Travel may involve multiple modes of transport, which may include air, road, or sea travel depending on organisational requirements and work locations.
