What We Offer You
Salary $120,****** to $139,****** is the full time annualised salary according to skills and experience, + 12% superannuation (pro-rata 21 hours, $72,531 - $83,957 )

Shape the future of one of Western Sydney's most significant health, education and innovation precincts.
Through a unique part time, senior level governance and project opportunity, Penrith City Council is seeking a dynamic and strategic Senior Project Officer to coordinate and facilitate the growth and development of The Quarter Health and Education Precinct, Penrith (The Quarter) – a unique collaboration connecting health, education, research, government and industry partners to drive investment, innovation and talent attraction across the precinct. The Quarter is a collaborative health, education, research and innovation precinct that brings together leading institutions to drive investment, nurture talent and support the growth of world class healthcare, education and research outcomes in Western Sydney.
The Quarter is made up of key institutions including Nepean Hospital, Nepean Private Hospital, Penrith City Council, University of Sydney and Western Sydney University, and plays an important role in strengthening Penrith's economic future through collaboration, advocacy and project delivery.
You will:
Facilitate and coordinate the activities of The Quarter Steering Committee.
Build and maintain strategic partnerships across government, industry, education and the community.
Develop and implement initiatives that support investment attraction, talent attraction and precinct development.
Coordinate research,
advocacy and place based projects that improve the precinct's competitiveness and amenity.
Identify and secure funding opportunities, including grants and stakeholder contributions.
Manage project budgets and oversee the effective allocation of resources.
Prepare marketing collateral, reports, briefing papers, presentations and other strategic communications.
Provide high quality secretariat support, including meeting coordination, action tracking and stakeholder engagement.

With a supportive base within Penrith City Council's Economy and Marketing team, you will work closely and directly with The Quarter Steering Committee Chair to provide strategic coordination and secretariat support to The Quarter, Steering Committee, while leading initiatives that strengthen the precinct's economic contribution and profile.
This is a highly collaborative role requiring strong stakeholder engagement, project management and partnership development skills. Working closely with leaders across health, education, government and industry, you will help translate strategic priorities into tangible outcomes.

What are we looking for?
You are a proactive professional with a track record of delivering complex and highly strategic projects - working effectively across multiple organisations and stakeholder groups.
To be successful in this role, you will demonstrate:
Experience engaging, consulting and collaborating with a diverse range of stakeholders.
Strong strategic thinking, analytical capability and organisational skills.
Experience managing complex projects and delivering outcomes in partnership environments.
The ability to interpret research and economic data and apply insights to decision-making.
Experience managing budgets, funding programs or grant applications.
Excellent written and verbal communication skills, including report writing and presentations.
Strong negotiation, relationship management and problem-solving skills.

You will be required to undertake employment checks,
which may include a Criminal History Check, Qualification Check, Working with Children Check, Medical Declaration and/or a Functional Test, as relevant to the position for which you have applied.
Where a Criminal History Check is required and has returned a result that indicates disclosable court outcomes, you will be required to provide a copy of the report to Penrith City Council, for review, to progress through the recruitment process.

Requirements
Demonstrated ability and experience to engage, consult and collaborate with stakeholders,including government, non-government organisations, and the private sector.
Strong strategic, analytical and organisational skills, with a demonstrated ability to manage complex external and cross-organisational projects to deliver strategic outcomes.
Extensive experience in interpretation of research and economic data and its practical application.
Demonstrated ability to establish and implement projects, including managing budgets and developing funding strategies to enable project realisation.
Proven written and verbal communication skills including experience in writing reports, briefing papers, funding applications, and making presentations.
Demonstrated ability to negotiate solutions, be proactive, take initiative, and realise innovative outcomes.
