The Department of Justice and Community Safety is seeking a Senior Officer, Lessons and Improvement to provide a critical role within Emergency Management Victoria.
About the Business Unit
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria.
EMV drives the integration of policy, strategy, operational coordination, sector specific technology, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio.
The organisation is led by the Deputy Secretary & Chief Executive, and Emergency Management Commissioner, and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
EMV has legislative responsibility for managing the State Control Centre (SCC), Victoria's primary control centre for managing emergencies.
It comprises a Watch Desk, which provides a base service and operates 24 hours a day, 7 days a week, 365 days a year, and stewardship teams that are functionally aligned to the Australasian Inter-service Incident Management System (AIIMS) framework and principles.
Stewardship teams focus on sector-wide governance, coordination and engagement, capability building, strategic planning and continuous improvement.
They also support internal SCC business and provide core operational support to the SCC, as needed.
The Lessons, Doctrine and Improvement team supports continuous improvement across Victoria's emergency management sector.
The team leads the identification, analysis and application of lessons before, during and after emergencies, and ensures these insights are reflected in state-wide doctrine, guidance and operating procedures, in line with the Emergency Management Commissioner's legislative responsibility.
The Lessons, Doctrine and Improvement team provides stewardship of the SCC's Doctrine function and the State Lessons and Evaluation function.




It also manages the SCC's Real Time Monitoring and Evaluation (RTM&E;) capability.
About the Role
The Senior Officer, Lessons and Improvement supports the development, management and coordination of the State Lessons and Evaluation function, including governance, processes, training, communication and products required to support learning before, during and after multi-agency operations.
The role is responsible for supporting the implementation of a lessons management frameworks, processes and systems in operations and across the sector.
The role participates in the activation of State Lessons and Evaluation, including deployments of real time monitoring and evaluation and coordinating resources, doctrine, briefings and deliverables.
The role requires you to participate in the SCC's emergency management arrangements, including being placed on standby in accordance with the VPS Enterprise Agreement ****; this may include being recalled to work during the standby period.
Standby is scheduled outside ordinary business hours.
You will also be required to undertake emergency management roles in the SCC and other locations as required, and commensurate with relevant training and endorsements.
Some of your duties will include:
* Support operational lessons and evaluation activities (monitoring, debriefing and reviewing) before, during and after emergencies, including the coordination of the implementation of learnings to inform change and improvement within the State Control Centre and across the broader sector.
* Support the implementation of lessons management frameworks, processes and systems in operations and across the emergency management sector.
* Support the development, management and coordination of the State Lessons and Evaluation function, including governance, processes, training, communication and products required to support learning before,



during and after multi-agency operations.

About you
* To be successful in this role, you will have:
* Demonstrated experience gathering and analysing operational data to identify trends, inefficiencies, and opportunities for continuous improvement.
* Experience maintaining effective relationships with a range of internal and external stakeholders, facilitate discussions, and communicating clearly and effectively.
* Experience maintaining accurate and well organised document management systems including data-base systems.
* Demonstrated ability to plan and coordinate projects, manage timelines, priorities, risks and deliverables, including supporting the development of project plans, briefings and reports.
* Knowledge of Victoria's emergency management arrangements.
Qualifications/requirements
* Tertiary qualifications in a relevant field would be desirable.
