About the Organisation

We are a growing project delivery and infrastructure management organisation responsible for the planning and delivery of significant civil and utility infrastructure projects. Our portfolio includes water, wastewater, stormwater, transport, and other community infrastructure works that support the development and growth of our region.

As our capital works program continues to expand, we are seeking an experienced Estimator to provide accurate cost planning and estimating advice across a diverse range of infrastructure projects.

About the Role

Reporting to the Estimating Manager, you will be responsible for developing and reviewing project cost estimates from concept through to detailed design and procurement phases. Working closely with engineers, project managers, consultants, and contractors, you will play a critical role in supporting investment decisions, business cases, budgeting, and project delivery outcomes.

This is an excellent opportunity for an estimator seeking a client-side role where you can contribute to the successful planning and execution of key infrastructure projects in South Australia without the pressure of preparing competitive contractor tenders.

Key Responsibilities

- Develop cost estimates for civil and infrastructure projects across all project phases.

- Prepare conceptual, preliminary, and detailed capital cost estimates.

- Review consultant and contractor pricing submissions for accuracy and value.

- Contribute to business cases, budget forecasts, and funding submissions.

- Undertake quantity take-offs from drawings and design documentation.

- Develop cost plans, cashflow forecasts, and project budgets.

- Identify project risks, opportunities, and cost-saving initiatives.

- Benchmark project costs against industry data and historical information.

- Support procurement activities, contract evaluations, and negotiations.

- Work collaboratively with engineering, asset management, and project delivery teams.

About You





You are a commercially minded professional with robust estimating experience across civil infrastructure projects. You possess excellent analytical skills, attention to detail, and the ability to communicate effectively with both technical and non-technical stakeholders.

You will ideally have:

- Experience in civil construction, infrastructure, utilities, local government, consulting, or project delivery environments.

- Strong understanding of construction methodologies and project costing principles.

- Experience preparing and reviewing capital cost estimates.

- Ability to interpret engineering drawings, specifications, and scopes of work.

- Excellent Excel, estimating, and reporting skills.

- Strong communication and stakeholder engagement abilities.

- Ability to manage multiple projects and deadlines simultaneously.

Highly Regarded

- Experience with water, wastewater, recycled water, or stormwater infrastructure projects and/or

- Understanding of utility and public infrastructure delivery frameworks,

- Experience supporting procurement, contract administration, or project controls,

- Knowledge of Australian construction contracts and procurement practices.

Qualifications

- Degree or diploma in Civil Engineering, Quantity Surveying, Construction Management, Project Management, or related discipline.

- Relevant industry experience in infrastructure, utilities, local government, consulting, or construction.
