Community Stakeholder and Engagement Officer-Manager

Our client is a large organisation delivering major transport and infrastructure programs and projects across NSW.

They are currently seeking experienced Community and Stakeholder Engagement professionals across three levels to support engagement activities across major projects and programs.

Role Description

The roles will support effective community and stakeholder engagement, working closely with project teams, communities, contractors and senior stakeholders.

Depending on the level, responsibilities will range from delivering day-to-day engagement activities through to developing engagement strategies, providing strategic advice, managing complex stakeholder issues and leading engagement teams.

Responsibilities

- Develop and deliver community and stakeholder engagement activities
- Build and maintain relationships with communities and key stakeholders
- Develop and implement engagement and communication plans and strategies
- Support consultation activities across projects and programs
- Monitor community sentiment, emerging issues and stakeholder concerns
- Identify, assess and communicate stakeholder and community risks
- Provide advice to project teams and senior stakeholders
- Prepare engagement materials, briefings, reports and other communications
- Work collaboratively with project, communications and specialist teams
- Engage and coordinate with contractors and delivery partners
- Support engagement across complex and high-profile projects
- Contribute to effective communication between project teams, stakeholders and communities

CSE Specialist & Manager Level Responsibilities

- Provide strategic community and stakeholder engagement advice
- Develop and implement strategic engagement approaches
- Manage complex, sensitive and high-profile stakeholder relationships and issues
- Represent community and stakeholder considerations within project teams




- Identify and articulate engagement, community and stakeholder risks
- Provide advice to senior leaders and project stakeholders
- Use community insights and sentiment to inform project decision‑making
- Support issues, reputation and risk management
- Lead engagement programs and multidisciplinary activities
- Manage relationships with contractors and delivery partners
- Coach and support engagement professionals

Manager Level Responsibilities

- Lead and manage a team of community and stakeholder engagement professionals
- Oversee engagement across multiple concurrent projects and competing priorities
- Provide strategic and operational direction to the engagement team
- Lead complex consultation and stakeholder engagement activities
- Manage escalated stakeholder, community and project issues
- Provide advice to senior leaders and project stakeholders
- Oversee engagement deliverables, risks and priorities across projects

Essential Skills & Experience

- Demonstrated experience in community engagement, stakeholder engagement, communications or a related field
- Experience working with communities, stakeholders and project teams
- Strong written and verbal communication skills
- Strong stakeholder relationship and engagement skills
- Ability to manage competing priorities and tight deadlines
- Experience working across complex or high‑profile projects
- Ability to identify, assess and respond to emerging stakeholder and community issuesExperience developing engagement strategies,



plans and supporting collateral
- Senior‑level candidates should have experience providing strategic advice and managing complex stakeholder environments
- CSE Specialist candidates should have demonstrated experience working within infrastructure, transport, construction or similarly complex project environments
- Manager‑level candidates should have experience leading and managing teams, engagement programs or multidisciplinary activities
- Experience working with contractors, delivery partners or project teams will be highly regarded

About the different levels

Senior CSE Officer

Suited to experienced engagement professionals with robust hands‑on delivery capability. Transport or infrastructure experience is beneficial, although transferable community and stakeholder engagement experience from other sectors will be considered.

CSE Specialist

Suited to experienced engagement professionals who can independently lead strategic engagement activities and provide advice within complex infrastructure or project environments. Infrastructure or transport project experience is strongly preferred.

CSE Manager

Suited to experienced engagement leaders with people management capability and a strong track record managing complex stakeholder environments, competing priorities and strategic engagement programs.
