Business Analyst (Statement of Requirements)

The role will work closely with business stakeholders, subject matter experts, technical resources, architects and project/program managers within a PRINCE2/MSP workplace

n

Role Description:

n

The Business Analyst will support the delivery of the Statement of Requirements in preparation for a potential future procurement to replace legacy back-end revenue collection systems

n

Responsibilities include:

n

n
- Lead current state and future state analysis; documenting business processes, business rules, and how they support service interactions and customer journeys and operational requirements
n
- Elicit, analyse, document and validate business, capability, information, integration, functional and non-functional requirements
n
- Develop and maintain business, functional and non-functional requirements, process models, and use cases/user stories
n
- Analyse and validate customer and staff journeys to ensure procurement requirements support improved service experiences and reduced effort for taxpayers and staff
n
- Define interoperability, integration and data requirements
n
- Facilitate workshops and stakeholder engagement activities
n
- Lead development and validation of the Statement of Requirements and supporting artefacts to support procurement readiness.
n
- Support development of procurement evaluation criteria and vendor response assessment frameworks
n
- Prepare analysis outputs, reports and briefing materials for project and executive stakeholders
n

Skills and Experience:

n

n
- Demonstrated experience as a Business Analyst on complex ICT, digital transformation, business architecture,



enterprise platform implementation or business systems modernisation initiatives
n
- Extensive experience leading capability analysis, requirements elicitation, process modelling, information modelling and development of large scale Statements of Requirements
n
- Demonstrated experience supporting procurements involving enterprise SaaS platforms, business systems, digital services or regulatory platforms
n
- Demonstrated experience identifying and documenting complex business rules and requirements within regulatory, revenue, taxation, finance or compliance environments
n
- Demonstrated experience facilitating workshops, engaging stakeholders and achieving consensus across diverse stakeholder groups
n
- Demonstrated experience delivering business analysis services within revenue administration, taxation, rates, land tax or similar government regulatory environments
n
- Experience developing and supporting service design methods, customer journey mapping or service blueprinting techniques
n
- Knowledge of revenue administration, taxation, debt management, compliance and related an advantage (not essential)
