Government Instructional Designer (6-Month Contract with Possible Extension)

Are you an experienced Instructional Designer passionate about creating impactful learning experiences? We are seeking a dedicated skilled to join a government team on a temporary basis, working to develop engaging and effective learning resources that support organizational objectives and enhance learner outcomes.

About the Role:

n

The primary purpose of this role is to facilitate learning by designing and developing a wide range of digital and face-to-face learning resources grounded in adult learning principles. Working closely with subject matter experts and key stakeholders, you will create tailored, fit-for-purpose e-learning programs and other instructional materials that meet performance needs and learner requirements.

Key Responsibilities:

n

- Design, develop, maintain, and update eLearning programs and digital learning resources using Articulate 360 and associated technologies.
n
- Partner with subject matter experts (SMEs) and stakeholders to analyze content, extract critical information, and translate complex concepts into engaging, learner-centered solutions.
n
- Conduct consultation, discovery, and sense-making activities to identify learning requirements, performance gaps, and target audiences.
n
- Develop comprehensive learning strategies, recommending suitable delivery methods including eLearning,



blended learning, virtual sessions, face-to-face workshops, videos, job aids, and performance support resources.
n
- Produce multimedia learning assets such as instructional videos, screen recordings, simulations, and demonstrations using tools like Camtasia.
n
- Analyze audience and business needs to determine the most appropriate content structure, learning approach, and assessment methodologies.
n
- Create learning objectives, storyboards, scripts, assessments, and evaluation tools to measure learning effectiveness.
n
- Collaborate with facilitators and operational teams to develop facilitator guides, participant workbooks, presentation materials, and supporting resources for classroom and blended programs.

About You:

- Proven experience in instructional design and e-learning development.
n
- Expertise with Articulate 360, Camtasia, and other digital media tools.
n
- Strong understanding of adult learning principles and instructional design models.
n
- Ability to analyze content, performance gaps, and audience needs to produce targeted learning solutions.
n
- Skilled in developing multimedia assets and engaging instructional content.
n
- Excellent collaboration and communication skills.
n

Nice to Have:

- Experience working within government or similar organizational environments.
n
- Knowledge of various delivery methods including virtual and face-to-face training.
n
- Familiarity with multimedia production and assessment development.
