Kurbingui Youth & Family Development is a proud Aboriginal Community-Controlled Organisation delivering a diverse range of programs and services across Southeast Queensland. For more than 20 years, we have walked alongside families, young people and individuals, providing support through programs including Family Support, Social and Emotional Wellbeing, Employment and Training, NDIS Support, Youth Justice and Bail Diversionary Programs, Family and Child Connect, Youth School and Community, Domestic and Family Violence Response, Early Years Education, and a range of cultural and community workshops and events.

About the Role

This is a pivotal leadership opportunity, not a traditional operational HR role.

As Manager, People & Capability, you will establish and lead Kurbingui's People & Capability function, providing trusted, contemporary and culturally responsive advice to the CEO, leadership team and managers.

You will take ownership of the full employee lifecycle, including workforce planning, recruitment, onboarding, employee relations, performance management, workplace investigations, remuneration and Award compliance, learning and development, succession planning and employee wellbeing.

Balancing strategy with practical delivery, you will strengthen our people systems,



policies and leadership capability while ensuring Kurbingui meets its employment, workplace health and safety, funding and regulatory obligations.

You will confidently manage complex and sensitive workplace matters, build the capability of managers and develop practical solutions suited to a growing, multi-program community organisation.

Most importantly, you will help create a culturally secure workplace where Aboriginal and Torres Strait Islander protocols, perspectives and practices are respected, understood and embedded throughout the organisation.

This is an prospect for an experienced people leader to build a function, influence organisational direction and leave a meaningful legacy.

About You

Essential

- At least five years' broad HR experience, including experience operating at a senior advisory or management level.
- Demonstrated capability across employee relations, performance management, workplace investigations, workforce planning and organisational development.
- Strong working knowledge of Australian employment legislation, the SCHADS Award and contemporary HR practice.
- Experience developing and implementing people strategies, policies, systems and workforce initiatives.
- Confidence advising executives and managers, constructively challenging where required and influencing decisions across all organisational levels.
- Proven ability to manage complex and sensitive matters with sound judgement, confidentiality and procedural fairness.
- Strong leadership, communication and relationship-building skills, with the ability to build management capability.
- Tertiary qualifications in Human Resources, Business or a related discipline.
- Demonstrated commitment to cultural safety, inclusion and respectful workplace practices.
- Knowledge of workplace health and safety obligations.
- Strong systems capability,



including experience with HRIS platforms, Microsoft Office and contemporary reporting tools.
- A current Queensland Driver Licence and capacity to travel across Kurbingui's service regions.
- Ability to obtain and maintain all required employment screening, including a Positive Blue Card ("No Card, No Start").

Desirable

- HR leadership experience within a not-for-profit, community services, First Nations or similarly regulated environment.
- Experience working alongside Aboriginal and Torres Strait Islander peoples and culturally diverse communities.
- Experience supporting senior leaders and frontline, multidisciplinary workforces.
- Knowledge of NDIS, child safety, funding contract or community service compliance requirements.
- Experience leading organisational change, leadership development or workforce capability initiatives.
