About The Role

This is a pivotal role within Council, responsible for leading and continually improving workplace health and safety across a diverse organisation that delivers essential services to the Narrabri community. Reporting to the Manager Governance and Risk, you will be Council's subject matter expert, partnering with leaders and employees to strengthen safety culture, improve systems and ensure compliance with legislative requirements.
Working across all departments, you'll take ownership of Council's Workplace Health and Safety Management System, driving initiatives that support continuous improvement, effective risk management and positive safety outcomes.



You'll play a key role in helping Council move beyond compliance, embedding practical and sustainable health and safety practices that support our people every day.

Key responsibilities include:

- Leading the development, implementation and continuous improvement of Council's Workplace Health and Safety Management System.
- Providing expert advice, coaching and support to leaders and employees on workplace health and safety, risk management and legislative compliance.
- Managing incident investigations, audits, reporting, workers compensation and return-to-work programs to drive positive organisational outcomes.
- Supporting broader risk management initiatives and continuous improvement activities across Council.
- Maintaining the effective operation of Council's system for the identification and reporting of workplace hazards and incidents.
- Undertaking regular inspections of Council worksites and safety interactions with workers.
- Driving effective compliance programs to ensure Council complies with legislation, codes and licence requirements at all times.

About You

You're an experienced Work Health and Safety professional who combines strong technical knowledge with the ability to build trusted relationships across all levels of an organisation. You understand that achieving positive safety outcomes is about more than compliance. It's about influencing behaviours, supporting leaders and helping create a workplace where people feel safe, supported and empowered. You are proactive, solutions-focused and confident working in both strategic and operational environments. Whether you're coaching a supervisor, reviewing a system, managing a complex investigation or supporting an injured worker's return to the workplace, you bring professionalism, sound judgement and a genuine commitment to continuous improvement.



To be successful in this role, you will have:

- Tertiary qualifications in Workplace Health and Safety or a related discipline, or a minimum of five years' relevant WHS experience.
- Extensive knowledge of WHS legislation, standards and contemporary safety practices.
- Demonstrated experience in safety systems, risk management, incident investigation and injury management.
- Robust communication and stakeholder engagement skills, with the ability to influence and collaborate effectively across a diverse workforce.

Experience working within Local Government will be highly regarded. Qualifications such as a Certificate IV in Training and Assessment or a Certificate IV in Government Investigations would be advantageous, as would experience in Return-To-Work Coordination and workers compensation management.
