The Position
The Payroll and HR Officer is responsible for the delivery of payroll and people administration services across the College. Reporting to the People & Culture Manager, the position independently administers the College payroll, supports employee lifecycle processes, maintains employment records and compliance requirements, and contributes to the effective operation of the People & Culture function through a strong focus on service delivery, accuracy, confidentiality and continuous improvement.
Professional Responsibilities
Payroll Administration
- Independently administer and process the College's fortnightly payroll, ensuring accurate and timely payment of salaries, wages and employee entitlements.
- Maintain payroll records and employee data, ensuring compliance with legislative, taxation, superannuation and reporting requirements.
- Review, reconcile and process employee timesheets, ensuring accuracy of hours worked, allowances, leave and other payroll-related adjustments prior to each payroll run.
- Interpret and apply the PMSA Enterprise Agreement, employment conditions and College policies in relation to payroll matters.
- Respond to payroll enquiries and prepare payroll reports, reconciliations and related documentation as required.
- Work collaboratively with the Finance team to support payroll-related financial processes, including payroll reconciliations, end-of-month and end-of-year reporting, Workers' Compensation administration and returns, Fringe Benefits Tax (FBT) reporting, and student census and funding-related workforce reporting requirements.
- Assist in the interpretation and application of industrial instruments, including Enterprise Agreements, Modern Awards, National Employment Standards and employment legislation,
ensuring compliance across payroll and employment administration activities.
Human Resources Administration
- Support the employee lifecycle through the preparation of employment contracts, variations, onboarding, offboarding and employment documentation.
- Coordinate recruitment administration, including advertising, candidate communication and pre-employment processes.
- Maintain accurate employee records and provide administrative support across People & Culture functions.
Compliance and Systems Administration
- Maintain employment compliance records, including registrations, qualifications, visas and mandatory training requirements.
- Monitor and manage HR and payroll system data integrity.
- Support the implementation, maintenance and continuous improvement of People & Culture and payroll systems and processes.
Employee Service and Support
- Provide professional, responsive and confidential administrative support to employees and managers on payroll and employment administration matters.
- Build positive working relationships across the College community and deliver high-quality customer service.
- Support group-wide initiatives and projects as required.
- Undertake other duties consistent with the position and classification as directed by the People & Culture Manager.
Skills and Attributes
This position requires a ‘can do’, energetic, self-starting professional who is able to work successfully with minimal supervision. The ideal candidate will possess the following professional and personal abilities, attributes, and experiences:
· Relevant qualification in Human Resources, Business Administration, Payroll Administration or a related discipline, or equivalent demonstrated experience.
· Demonstrated experience in end-to-end payroll administration.
· Sound understanding of payroll processes, employment conditions and compliance obligations.
· High level of accuracy and attention to detail, with the ability to maintain confidential and sensitive information.
· Strong administrative,
organisational and record management skills.
· Well-developed written and verbal communication skills.
· Demonstrated ability to build positive and professional working relationships with employees and stakeholders.
· Proficiency in Microsoft Office applications and the ability to learn and utilise HR and payroll systems effectively.
· Commitment to delivering high-quality customer service and continuous improvement.
· Ability to prioritise tasks, manage deadlines and work effectively in a fast-paced environment.
· Ability to acquire and maintain a Positive Working with Children Check (Blue Card).
