The VCAA is a statutory body responsible to the Victorian Minister for Education, serving both government and non-government schools. In this context, the VCAA is responsible for developing high-quality curriculum and assessment products and services.
The VCAA is a registered foundational and senior secondary awarding body with the Victorian Registration and Qualifications Authority (VRQA). As part of its functions, the VCAA develops policies, criteria and standards for:
- curriculum, assessments and courses for school-aged students
- learning, development and assessments which relate to early childhood
The VCAA develops strong relationships with the government, Independent and Catholic school sector, other national and interstate curriculum authorities, academics in the field, teacher/subject associations and, most importantly, with Victorian educators.
Corporate Services Division provides enabling services to support the operation of the VCAA with communications, engagement, data and analytics, legal policy, finance, human resources, technology infrastructure and applications.
Corporate Services is focussed on delivering high quality, innovative services and operating as a solid collaborative partner to the Curriculum and Assessment Divisions to support delivery of the VCAAs vision and mission.
The VCAA Human Resources Unit is responsible for the effective and efficient delivery of human resource services and payroll processes for the VCAA. This involves ensuring all legal and compliance obligations are met and that processes are managed to ensure data integrity and service quality.

Role purpose
The Senior HR Business Partner leads the effective service delivery of HR services, systems and processes. The incumbent provides leadership and expert direction, fostering a culture of high performance through collaborative efforts.
Their strategic insights drive innovation and continuous improvement of HR policies, procedures, and best practices in HR management.
The purpose of this role is leading and supporting staff on the day-to-day operations of the Human Resources Unit. Working closely with management across various Divisions, Units, and programs, you will develop and advise on HR best practice to support the growth of high-quality performance and development culture. You will be required to provide senior level advice and support on the interpretation of DET policy and practice, and complex HR issues to enable informed decision making.
A high level interpersonal and stakeholder management skill with internal and external stakeholders, together with an ability to multitask, have a flexible approach to work and the capacity to remain calm under pressure are essential attributes for the successful candidate.
Responsibilities
- Provide high level strategic and operational HR advice to key stakeholders through a HR Business Partnership model, developing and implementing integrated HR strategies and initiatives that deliver fit for purpose workforce outcomes.
- Provide leadership, coaching and expert guidance to team members and stakeholders, fostering a culture of collaboration, continuous improvement, and high performance, while building productive internal and external relationships.
- Lead the administration, optimisation and continuous improvement of HR systems and processes, including system enhancements, projects and change initiatives, in close collaboration with ICT and aligned to the ICT strategy, roadmap, standards and delivery priorities.
- Act as the subject matter expert for HR data governance, ensuring the integrity, accuracy and consistency of workforce information across HR systems through effective controls, standards and quality assurance processes.
- Build organisational capability by developing and maintaining system documentation, procedures and user guides, while collaborating across HR, Payroll, Finance and ICT functions to support system enhancement, change delivery,
integration activities and continuous improvement of HR systems and services.
Experience and qualifications
- Tertiary qualification in HR or a related discipline, and/or equivalent experience in HR systems and payroll environments.
- Demonstrated knowledge and experience in HR business partnering.
- Strong understanding of HR policy and processes, data governance and system controls within a HR employment and payroll environment.
- Experience using eduPay, APS, SSMS and computer proficiency
