The chance

KAZAR is seeking an experienced Strategic Initiatives Implementation Manager for a full-time, fixed-term backfill position supporting Defence at Headquarters Joint Operations Command (HQJOC), Bungendore.

You will support the implementation of strategic initiatives and organisational reform priorities within an operational headquarters environment. The work involves translating strategic direction into implementation activities, coordinating input across Defence stakeholders and providing the analysis and reporting needed to demonstrate progress and outcomes.

Working within an integrated military and civilian workforce, you will bring sound judgement, initiative and the ability to handle sensitive matters professionally. This role suits someone who understands how to progress complex work within Defence, build productive relationships and provide clear advice to senior leaders.

What you will do

Working under limited direction, you will:

- Scope and implement complex strategic initiatives that strengthen organisational performance and improve operational reporting.
- Translate reform priorities and strategic direction into coordinated activities, working with stakeholders to clarify requirements and progress implementation.
- Lead the analysis of operational reporting across multiple areas,



drawing together information to identify issues, assess progress and support decision-making.
- Prepare briefs, progress updates and reporting products that meet Defence policy and enterprise performance reporting requirements.
- Engage with headquarters branches, supporting organisations and other Defence stakeholders to obtain input, coordinate responses and resolve issues affecting delivery.
- Work closely with senior leadership to provide advice on implementation progress, emerging issues and matters requiring attention.
- Use Defence ICT systems and information platforms to manage information and support accurate, timely reporting.
- Undertake the operational, procedural, administrative and business support activities required to deliver agreed outcomes.
- Contribute to the team’s knowledge base and improve practices within your area of expertise.
- Adapt to changing priorities in a busy environment while maintaining accuracy, discretion and accountability.

What you will bring

We are looking for an experienced professional who combines initiative management capability with an understanding of the Defence operating environment.

You will bring:

- Demonstrated experience implementing complex initiatives, reform activities or organisational improvement programs.
- A well-developed understanding of initiative management, performance analysis and reporting.
- An understanding of Defence structures, policy requirements and organisational processes, with the ability to work effectively within an integrated military and civilian team.
- Strong written communication skills, including experience preparing briefs, reports and advice for senior decision-makers.




- The confidence and professional maturity to engage with senior stakeholders and build effective relationships across organisational boundaries.
- The ability to analyse information from multiple sources, identify issues and provide practical advice.
- Familiarity with Defence ICT systems and information platforms, or relevant experience using comparable systems in a secure government environment.
- The ability to work autonomously under limited direction, manage competing priorities and remain accountable for delivery.
- Sound judgement and discretion when working with sensitive information.
- A collaborative approach and a commitment to sharing knowledge and developing your expertise.

Experience in a Defence headquarters, operational environment or a role involving strategic reform and enterprise reporting will be highly regarded.

Position details

- Location: HQJOC, Bungendore NSW.
- Engagement: Full-time, fixed-term backfill.
- Contract period: November 2026 to October 2027.
- Security clearance: An active Negative Vetting 2 (NV2) clearance is required at commencement.
