Program & Development Manager – Employment, Grants & Marketing.

Wounded Heroes Association Inc – Townsville QLD

Reporting to WHA senior management, the Program & Development Manager has three principal areas of responsibility: Skilling Queenslanders for Work (approximately 40%), Grants & Funding Development (approximately 40%), and Marketing, Partnerships & Impact (approximately 20%). You will coordinate the day-to-day delivery of WHA's SQW activities, help grow WHA's capacity through funding development, and communicate the work and impact of WHA through partnerships and marketing.

Skilling Queenslanders for Work – approximately 40%

- Participant recruitment, onboarding, engagement and progression;

- Supporting participants through training and employment pathways;

- Building relationships with employers, training providers and community organisations;

- Coordinating training and work experience opportunities;

- Maintaining accurate participant records and evidence;

- Monitoring contractual milestones and program outcomes;

- Government reporting and compliance;

- Program budget monitoring;

- Identifying participants who require additional support;

- Tracking employment, training and other participant outcomes; and

- Ensuring WHA meets its obligations under relevant funding agreements.

Grants & Funding Development – approximately 40%

- Researching government, philanthropic, community and corporate funding opportunities;

- Maintaining WHA's grants and funding calendar;

- Preparing high-quality grant applications and submissions;

- Developing cases for support and funding proposals;

- Coordinating supporting evidence, statistics, budgets and documentation;

- Monitoring application deadlines and funding opportunities;

- Assisting with grant reporting and acquittals;

- Maintaining an evidence base of WHA outcomes and impact; and

- Supporting senior management with major government and corporate funding proposals.

Marketing,



Partnerships & Impact – approximately 20%

- Developing relationships with local employers and businesses;

- Building connections with Defence, veteran, community and government stakeholders;

- Promoting SQW activities and participant success stories;

- Supporting Townsville Veteran Centre campaigns and events;

- Preparing appropriate social media, website and stakeholder content;

- Assisting with sponsorship and corporate engagement;

- Identifying partnership opportunities; and

- Translating frontline outcomes into compelling stories for funders, supporters and the community.

About you

This role would particularly suit someone with experience in employment services, workforce development, community services, government-funded programs, not-for-profit management or regional community development who is also an excellent writer and relationship builder.

You will be able to work independently, manage competing deadlines and take ownership of programs and projects.

Most importantly, you will understand that positive program management is not simply about compliance — it is about achieving meaningful outcomes for people.

- Experience managing or coordinating government or externally funded programs;

- Strong administration, documentation and reporting skills;

- Excellent written communication;

- Ability to prepare professional grant applications, reports and submissions;

- Strong stakeholder and relationship-management skills;

- Ability to manage deadlines and multiple priorities;

- Competence using Microsoft Office and contemporary digital systems;





- Ability to collect, analyse and present program data and outcomes;

- Strong attention to detail;

- Ability to work independently while contributing to a small, hands-on team; and

- A current Australian driver's licence.

Wounded Heroes Australia is a national charity established in 2007 providing immediate practical assistance to Australian Defence Force members, veterans and their families experiencing financial crisis, homelessness, domestic and family violence and other circumstances that may place their wellbeing at risk. WHA operates a 24/7 Rapid Response Crisis service together with Veteran Centres and social enterprises designed to create sustainable community-based support. The Townsville Veteran Centre provides WHA with an important permanent presence in North Queensland and Australia's largest garrison city.
