Construction Management Enforcement Officer

We are entering an exciting period of change as our Construction Management Enforcement team grows to support safer, better-managed construction activity across the City of Boroondara. This role will help deliver first-class regulatory services by proactively monitoring construction sites, protecting Council assets, supporting community amenity and public safety, and encouraging compliance with Council’s Local Laws, permits, Construction Management Plans and relevant legislation.

About The Role

Reporting to the Team Leader Construction Management Enforcement, you will undertake scheduled and proactive inspections of building and development sites to monitor compliance with Council Local Laws, the Road Management Act 2004, the Environment Protection Act 2017, the Planning and Environment Act 1987 , approved Construction Management Plans , permits and other relevant requirements.

You will inform and educate the community to encourage voluntary compliance, investigate possible breaches, gather evidence, maintain high-quality records and apply appropriate enforcement action in line with operational guidelines. This may include warnings, notices, infringements, EPA notices and supporting briefs of evidence where matters proceed to prosecution.

This is a field-based role that operates across the municipality and includes occasional after-hours and weekend work. There is no hybrid work offered as the success of our team comes from working together and providing support to fellow-officers to meet daily changes in demand and priorities.

About You

You have experience in a compliance , enforcement, construction, asset protection, permit, local laws or related regulatory environment , and can quickly build and apply knowledge of relevant legislation, Council standards and operational requirements .

You can interpret requirements, assess site conditions, gather evidence, manage records and make sound compliance decisions. Your clear and confident communication style helps you work effectively with property owners, builders, developers, contractors, residents, internal teams and public authorities in an authoritative, respectful and customer-focused manner.

You are highly organised,



able to manage competing priorities and comfortable working independently in a dynamic field-based service environment. You enjoy collaborating with others and contributing to positive outcomes for the community.

Key Responsibilities

You will undertake scheduled and proactive inspections of construction sites , asset protection matters and works undertaken by private contractors or service authorities to ensure compliance with Council standards, Local Laws, permits, Construction Management Plans and relevant legislation .

You will respond to enquiries and complaints, undertake case management, resolve issues relating to Council infrastructure and construction activity, and apply education, negotiation and enforcement options to achieve practical compliance outcomes.

You will maintain accurate investigation records, asset condition information , registers and Council system updates, while working collaboratively with internal departments and contributing to process improvements that support efficient, consistent and high-quality construction management enforcement services.

Employment Requirements

- Relevant experience in a compliance-related field with a Certificate IV in Government Compliance or equivalent experience in a similar compliance role is desirable
- Demonstrated ability to undertake inspections, investigations and enforcement activities, including issuing notices or infringements,



preparing accurate records and supporting briefs of evidence where required.
- Ability to undertake asset inspections, interpret relevant legislation and Council requirements, manage competing priorities and communicate effectively with builders, developers, contractors, residents and internal stakeholders.

- Preferred applicants will be required to undergo a pre-employment medical assessment, a National Police Record Check, hold a current Victorian drivers’ licence and hold a valid Working with Children Check.
