About the Role

Atlin is seeking an experienced Capability & Growth Partner to support a major capability acquisition and technology modernisation program.

This role is focused on understanding the capability people need now and in the future and turning that understanding into practical learning, development and capability solutions that help people perform, grow and adapt.

You will work alongside leaders, subject matter experts and teams to identify capability gaps, understand future workforce requirements and develop practical experiences, tools and resources that build confidence and capability.

This is not a traditional Learning & Development role. You will move between strategy and delivery - understanding the broader capability requirements while also rolling up your sleeves to design, facilitate, build, test and continuously improve solutions.

The successful candidate will be comfortable working directly with people doing the work, asking the right questions, challenging existing approaches and turning complex capability challenges into practical outcomes.

Responsibilities

- Develop and implement capability development strategies aligned to organisational and program objectives.
- Identify current and future capability requirements, skills gaps and workforce development needs.
- Work with leaders, subject matter experts and business teams to understand capability challenges and identify practical solutions.
- Design and deliver learning and capability initiatives that are relevant, practical and embedded into the flow of work.
- Develop capability frameworks, development pathways, tools, resources and supporting materials.




- Support the design and implementation of onboarding, knowledge transfer and capability uplift initiatives.
- Develop practical learning experiences that enable people to build confidence and apply current skills in their day-to-day roles.
- Facilitate workshops, learning sessions, capability assessments and development activities.
- Work with subject matter experts to capture and translate organisational knowledge into accessible learning and development resources.
- Support leaders to have effective capability, performance and development conversations.
- Develop tools and resources that support career development, workforce capability and continuous improvement.
- Use feedback, data and stakeholder insight to assess what is working, identify gaps and continuously improve capability solutions.
- Support the integration of learning and development into operational processes and the broader employee experience.
- Work collaboratively with project, change, business and operational teams to ensure capability initiatives align with broader transformation activities.
- Monitor and report on capability uplift, participation, engagement and outcomes.
- Contribute to the development of a sustainable capability model that can continue beyond the life of the program.

Qualifications

- Degree qualifications in Business, Human Resources, Organisational Development, Learning & Development, Psychology, Education or a related discipline.
- Relevant qualifications in Organisational Development, Learning Design, Change Management, Coaching or Capability Development are highly desirable.

Required Skills

- Demonstrated experience in organisational capability, learning & development, organisational development, workforce development or a related discipline.




- Experience designing and delivering capability development initiatives within complex organisations.
- Demonstrated experience identifying capability gaps and translating them into practical development solutions.
- Strong learning design and facilitation skills.
- Experience developing practical learning resources, tools, frameworks and development programs.
- Strong stakeholder engagement skills, with the ability to work confidently with senior leaders, subject matter experts and operational teams.
- Ability to facilitate workshops and learning experiences for diverse audiences.
- Strong consulting and questioning skills, with the ability to understand the underlying problem before developing a solution.
- Ability to translate complex information into clear, practical and engaging learning experiences.
- Strong written and verbal communication skills.
- Demonstrated ability to work strategically while remaining hands-on in the design and delivery of solutions.
- Experience supporting technology, capability or business transformation programs is highly regarded.
- Experience working within Defence, Government, Aerospace, Rail, Aviation or Critical Infrastructure is highly regarded.
- Experience with capability frameworks, competency models, career pathways or workforce planning is desirable.

Security Requirements

Applicants must

- hold a current Negative Vetting Level 1 (NV1) Australian Government Security Clearance;
- be an Australian Citizen; and
- be eligible to access controlled information where required.

Preferred Location

Canberra, South Australia, Queensland or Melbourne.

Candidates must be able to work onsite a minimum of three days per week.
