Infrastructure Services (ISG) brings together Council's asset management, infrastructure planning, design, project management, construction, services, maintenance and transport operations activities

Our Branch

We are a centralised “one stop shop” for ISG group strategy, planning, governance, performance insights, capability and training, risk, compliance, safety and disaster operations.

The Role

As the Disaster Operations Lead, you will provide strategic leadership for Infrastructure Services Group's disaster management capability, ensuring Council is prepared to respond effectively to emergencies and natural disasters.

You will drive the development, implementation and continuous improvement of disaster preparedness, response and recovery frameworks, helping to protect the community, critical infrastructure and essential services.

This role is responsible for leading Incident Management Team (IMT) readiness, emergency planning, training and exercise programs, while providing expert advice and support to senior leaders, operational teams and the Local Disaster Coordination Centre (LDCC).

During disaster activations, you will play a key leadership role, providing strategic and operational guidance to support timely decision-making, coordinated responses and effective recovery outcomes.

Working across multiple business areas and with external stakeholders, you will lead projects, policy development and capability-building initiatives that strengthen organisational resilience.

To be successful in this role, you will bring:

- relevant experience in disaster management, emergency response and recovery across local, state and federal arrangements
- strong leadership skills and the ability to build high-performing teams through coaching, feedback and collaboration
- proven experience leading complex projects and coordinating multiple priorities in a fast-paced environment
- excellent communication, stakeholder engagement, negotiation and report-writing skills
- experience designing and delivering disaster management training, exercises and capability development programs
- strong analytical, planning and organisational skills, with the ability to influence outcomes across diverse stakeholder groups
- knowledge of disaster management policies, procedures and governance frameworks.
