RATP Dev, John Holland, Alstom, WSP and KBR, have been selected to deliver the Linewide scope of works for Suburban Rail Loop (SRL) East. SRL East is the first stage of the Suburban Rail Loop, comprising of a fully tunnelled 26-kilometre metro corridor between Cheltenham to the south of Melbourne and Box Hill to the north. Within this alliance, RATP Dev has partnered with John Holland in a dedicated Joint Venture called TransitLinX. Our joint venture will focus entirely on the Operations &

- Maintenance (O&M;) component of this project.

About The Role The People &

- Culture (P&C;) Business Partner is a critical, senior member of the TransitLinX O&M; team, responsible for driving strategic people initiatives and partnering with leadership to shape an exceptional employee experience across the Alliance lifecycle.

Reporting to the CEO of TransitLinX with matrix reporting to the General Managers of P&C;, you will act as a trusted advisor to senior leaders, translating project milestones into actionable workforce, talent, and industrial relations solutions. This is an influential, business-critical role where you will guide organizational design, champion a high-performance Alliance culture,



and steer complex employee and industrial relations as we mobilise and operationalise this city-shaping rail transit project.

Key Responsibilities

- HR Operations &
- Systems: Manage and maintain HR systems and processes, including preparing documentation, maintaining accurate personnel records, and ensuring a smooth and efficient P&C; service for the business.
- Strategic Partnering &
- Workforce Planning: Partner closely with operational and engineering directors to translate project milestones into actionable workforce plans, driving capability mapping, mobilization timelines, and organizational design for steady-state operations.
- Talent Management &
- Leadership Capability: Steer talent acquisition strategy for critical technical and leadership roles, oversee executive onboarding, and implement leadership development and succession frameworks across the integrated team.
- Employee &
- Industrial Relations Strategy: Direct workplace relations strategy, lead complex investigations and Fair Work dispute resolutions, interpret project Enterprise Agreements (EAs), and support union engagement and EA negotiations in a multi-employer industrial environment.
- Policy &
- Projects: Research and recommend HR policies and procedures, provide expert P&C; advice to project teams, and assist with the management and implementation of the Workforce Participation and Sustainability Strategy.
- Stakeholder Engagement: Build and maintain strong relationships with managers and employees,



providing high-level support and guidance to promote quality P&C; outcomes for the project.

About You Profil de candidat recherché :

Skills You are an experienced and operationally-focused HR professional with a strong generalist background and a passion for creating a first-class employee experience. You thrive in dynamic, project-based environments, have exceptional analytical skills, and are driven to provide pragmatic, effective P&C; solutions. You will bring:

- Proven operational experience (typically 7+ years) in applying HR principles, ideally within the construction, infrastructure, or a related industrial sector.
- A sound understanding of contemporary employment and industrial relations practices and regulations.
- Experience with HRIS systems is essential; familiarity with Employment Hero is highly desirable.
- Demonstrated ability to counsel and assist employees and guide managers on performance-related matters.
- Robust problem-solving skills with an innovative and proactive approach to resolving issues.
- Excellent communication and stakeholder management skills, with the ability to persuade and influence to achieve positive outcomes.
- Tertiary qualifications in Human Resources or equivalent industry experience.
