Lead organisational change for one of Victoria Police's most significant business and technology transformation programs.

Victoria Police is replacing one of its largest and most critical legacy information systems and is seeking a highly experienced Organisational Change Manager to lead the change management function for this significant transformation.

A key Victorian Government priority is the delivery of a modern Licensing and Registration Management System (LRMS) that will integrate with the National Firearms Register (NFR), providing timely access to accurate firearms information, and strengthening community safety across Victoria and Australia.

The LRMS Program will deliver a contemporary regulatory platform supporting the end-to-end management of firearms and private security licences and weapons approvals, along with associated compliance and regulatory activities. The new solution will improve service delivery, streamline business processes, support high volume transaction management and enable integration with partner agencies and the NFR.

About the role:

As the LRMS Organisational Change Manager, you will orchestrate the overarching change strategy and lead the LRMS Program's change management approach, driving readiness, transition and adoption across Victoria Police and a broad range of external stakeholders. Your mandate is to align the old with the new, mitigate risks and ensure business readiness with a focus on user adoption with minimal disruption.

Operating within a complex national reform environment, the role will work closely with the NFR Program and its change team to align change activities and support shared implementation and adoption outcomes across interconnected initiatives.

Working across Victoria Police, government partners and delivery vendors, you will lead change activities across a diverse and complex stakeholder landscape. This includes frontline police members, processing and regulatory teams, firearms dealers, gun clubs, industry representatives and external service providers. You will be responsible for balancing competing stakeholder needs while maintaining focus on program outcomes and business adoption.

Your duties will include:

- Develop and lead the end-to-end change management strategy and integrated change plan for the LRMS Program, aligned with business objectives, delivery roadmaps and organisational priorities.
- Establish fit-for-purpose change management frameworks, governance, tools and reporting arrangements that support effective delivery in an agile workplace.
- Conduct stakeholder analysis and change impact assessments across business processes, systems, policies, operating models, roles and ways of working.
- Develop and deliver targeted stakeholder engagement, communication, readiness and adoption activities for internal and external stakeholder groups.




- Work closely with the NFR Program and change team, government partners and service providers to coordinate interdependent change and implementation activities.
- Partner with Product Owners, Delivery Leads, Agile Analysts and business stakeholders to integrate change activities with release and implementation planning.
- Monitor readiness, adoption, behavioural change and business outcomes, using data and stakeholder insights to refine change approaches.
- Identify and manage people-related change risks, issues and dependencies throughout the Program lifecycle.
- Coach leaders, managers and delivery teams to lead their people through change and build the capability required to sustain transformation outcomes.

About You:

The successful candidate will ideally have the following skills and experience:

- Extensive experience leading organisational change within large-scale and complex business and technology transformation programs.
- Demonstrated ability to lead change across broad and diverse internal and external stakeholder environments, influence senior and operational stakeholders, navigate competing priorities and build alignment around shared outcomes.
- Experience coordinating change across interdependent programs, organisations or jurisdictions, including the alignment of stakeholder engagement, communications, implementation and adoption activities.
- Demonstrated expertise in developing and delivering change strategies, stakeholder and impact analysis, communication and engagement activities, business readiness and adoption planning.
- Strong facilitation, communication, influencing and coaching capabilities, including experience supporting leaders and teams through significant organisational and behavioural change.
- Demonstrated experience integrating change management with agile or iterative delivery, release planning and implementation governance.
- Ability to use readiness, adoption and change measures to evaluate effectiveness and continuously improve change interventions.
- Formal certification in a recognised change management methodology, such as Prosci, APMG Change Management or CCMP, will be highly regarded.

Further Information:

- One (1) x full-time, fixed term until 30/9/2028
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
