Under Road Boring WA (URB) is an established civil construction contractor specialising in underground infrastructure, horizontal directional drilling (HDD), trenchless technology and associated civil works throughout WA.

Due to continued growth, we are looking for an experienced Civil Operations Manager to work closely with the Managing Director and Supervisor and help oversee the day-to-day operations of the business.

The Role

This is a hands-on operational management position — not purely an office-based role.

We are looking for someone who is comfortable managing crews and projects while also getting out on site, solving problems, monitoring our fleet and plant, quoting work and helping keep the overall operation running efficiently.

You will be involved across the business, including:

- Managing and coordinating civil and HDD crews and daily operations.
- Planning and delivering projects from site inspection and quoting through to completion.
- Preparing quotes and estimates, considering labour, plant, materials and subcontractors.
- Conducting site visits and assisting crews with operational issues.
- Monitoring project costs, schedules and productivity.
- Managing and monitoring our fleet and plant, including servicing, maintenance, repairs and compliance.
- Liaising with clients, subcontractors and suppliers.
- Assisting with recruitment, interviewing, hiring and onboarding.
- Assisting with general HR, employee performance and training.
- Helping maintain URB's ISO certification and management systems, including audits, procedures, documentation and ongoing compliance.
- Assisting with WHS, Quality and Environmental requirements.




- Working closely with the Managing Director on operational planning and business improvements.

About You

We are looking for someone who is practical, organised and hands-on. You will be comfortable making decisions, dealing with crews and clients and taking ownership of problems through to completion.

- Current HR (Heavy Rigid) driver's licence.
- Available and willing to work a minimum 45-hour week.
- Strong civil construction operations, supervision or management experience.
- Experience managing crews, plant and equipment.
- Experience quoting, estimating and delivering civil works.
- Good understanding of project costs, labour and plant utilisation.
- Strong leadership, communication and organisational skills.
- Good computer and administration skills.
- Willingness to work both in the office and out on site.

Highly Regarded

- HDD, trenchless construction or underground utility experience.
- Excavator Ticket with Experience
- Any plumbing, water services, pipework or water infrastructure knowledge or experience.
- Experience managing fleet and plant.
- Recruitment and general employee management experience.
- Experience with ISO 9001, ISO 14001 and/or ISO 45001 systems and audits.
- Experience working with major utilities or civil contractors.
